In French, short adverbs like encore (again), souvent (often), and toujours (always) almost always go immediately after the conjugated verb. You cannot put it at the very end of the sentence like we usually do in English.

It can mean both! You have to use the context to figure it out. Here, "Are you still working out tonight?" makes less sense than "Are you working out again tonight?" because it refers to a planned action for this evening.
