Learn Finnish: Tarjontaan verrattuna tuotanto on todella kilpailukykyinen. - Compared to the supply, the production is really competitive.

The word verrattuna (compared to) requires the word it modifies to be in the illative case. Even though in English we say compared to, Finnish grammatical logic treats it as comparing into something.

What exactly is the grammatical form of verrattuna?

It is the passive past participle of the verb verrata (to compare), which is verrattu, plus the essive case ending -na (meaning as). So structurally, it translates to as having been compared.

Is the word order strictly fixed, or could I put tarjontaan verrattuna at the end of the sentence?

The word order is flexible. You could easily say Tuotanto on todella kilpailukykyinen tarjontaan verrattuna. Putting the comparison at the beginning simply establishes the context right away before making the main claim.

How does the adjective kilpailukykyinen (competitive) break down?

It is a logical compound word made of kilpailu (competition) and kyky (ability), followed by the common adjective-forming suffix -inen. Literally, it describes something having the ability for competition.

Tarjonta and tuotanto seem structurally similar. Do they use the same mechanism to turn a verb into a noun?
