The verb sopeutua (to adapt) requires the illative case for the thing you are adapting to. In Finnish logic, you adapt 'into' a situation or environment. Because of this rule, both the adjective uusi (new) and the noun kulttuuri (culture) must take the illative endings.

How do we get the form uuteen from the dictionary word uusi (new)?

Words that end in -si, like uusi, usually change the -si to -te- before adding case endings. This makes the word's stem uute-. To make the illative case, you lengthen the final vowel and add -n, which gives us uute- + -en = uuteen.
