Why is there a -ye at the end of hame (همهی)?
Hame means all. When it comes before a noun to mean all of something, you connect them using the ezafe linking vowel. Because hame ends in a spoken vowel sound, the ezafe becomes a 'y' sound, written with the letter ی. It functions similarly to saying all of the members.
The word a'zā (اعضا) means members, but it doesn't have a normal plural ending like -hā. Why is that?

Can I use a singular verb with hame since it is a single group?
Not in this case. When hame is used with a countable plural noun referring to people, like a'zā (members), the verb must be plural. That is why the sentence ends with hastand (they are) instead of the singular ast (is).
