Why are there two different words for "hello" in this sentence (الو and سلام)?
In Farsi, الو is used almost exclusively when speaking on the telephone, just like saying "Hello?" in English to check if someone is on the line. سلام is the standard, everyday greeting used to actually say "hi" to the person once you know they are there.
Is مادر the normal way to say "mom" when talking directly to her?
Yes! While مادر literally translates to "mother", it is used very commonly in Farsi to address one's mom directly and affectionately. You will also frequently hear مامان, which is a bit more informal like "mom" or "mommy", but both are perfectly natural.
Why does سلام come after "mom" instead of before it?
Spoken Farsi is very flexible with word order. On the phone, it is common to confirm the connection first (الو), say who you are talking to (مادر), and then give the actual greeting (سلام). Saying الو، سلام مادر is also completely correct and means the exact same thing.
