This is a key feature of Farsi reported speech! In English, we usually shift the tense backward (from "is receiving" to "was receiving") when reporting what someone said or wrote in the past. In Farsi, you keep the exact tense the person originally used. Since the officer originally wrote, "The radar is not receiving anything" (present tense), Farsi keeps it in the present tense: دریافت نمی‌کند.
