In English, we say "allow someone TO HAVE". In Farsi, you must use two full phrases joined by ke (that). The structure literally translates to: "We do not give permission that prisoners may have...". After verbs of permission like ejâze dâdan (to allow), the second verb must always be in the present subjunctive form.
Why does the subjunctive verb "dâshte bâshand" look different from normal subjunctive verbs? Where is the "be-" prefix?
The verb dâshtan (to have) is an exception to the normal subjunctive rules. Instead of adding a be- prefix to a present stem, it forms its subjunctive by taking the past participle dâshte and adding the subjunctive forms of "to be" (bâsham, bâshi, etc.).
