Why does leer have two 'e's when the full verb is leren?
This shows a very common Dutch spelling rule! The full verb is leren. To find the stem (the ik form), we remove the -en, leaving ler. But because the 'e' in le-ren is a long vowel, we must add an extra 'e' to ler to keep that long sound. That is why the stem becomes leer.
How do I say "I am learning fast" in Dutch?
You already know it: Ik leer snel! Dutch does not have a continuous tense with a "to be" verb like English does. Whether you want to say "I learn fast" or "I am learning fast", you simply use the regular present tense.
Why doesn't snel have an extra 'e' at the end here?
Here, snel is used as an adverb because it describes the verb (how you learn), not a noun. Adverbs in Dutch usually stay in their basic form and do not get an extra -e at the end.
