The attributive modal infinitive (te + infinitive)

The Attributive Modal Infinitive

Place te and an infinitive directly before a noun to express a passive obligation or future possibility, similar to saying "the [noun] to be [verb]ed" in English. This structure is especially common in formal or bureaucratic contexts.

The committee checks the bill to be paid.
De commissie controleert de te betalen nota.

Unlike regular adjectives, the infinitive does not take an extra -e ending.

Because the urgency is high, we process the bill to be revised immediately.
Doordat de urgentie hoog is, behandelen wij de te herzien nota meteen.
Have you often seen the paperwork for the subsidy to be discussed?
Heeft u het papierwerk voor de te bespreken subsidie vaak gezien?
The tasks to be delegated have no urgency.
De te delegeren taken hebben geen urgentie.
The paperwork to be archived is so heavy that I have to let it lie.
Het te archiveren papierwerk is zo zwaar dat ik het moet laten liggen.

Separable Verbs

For separable verbs, place te between the prefix and the core, writing them as three separate words. For example, doorsturen (to forward) becomes door te sturen (to be forwarded).

You must put a stamp on the document to be forwarded.
Je moet een stempel op het door te sturen document zetten.
We are going to forward the subsidy to be revised to the committee.
Wij gaan de commissie de te herzien subsidie doorsturen.
