How grammar builds the argument
A relative clause defines the standard
The opening เมืองที่น่าอยู่ (mueang thi na yu) is “a city that is pleasant/worth living in.” The relative marker ที่ links the head noun to a full predicate, not to an English adjective ending. A second ที่ in ถนนที่รถวิ่งได้เร็ว introduces a clause whose subject is รถ. This compact parallel asks what kind of city and what kind of road count as evidence.
Line 2 omits an overt subject before ควรวัดด้วยว่า.... The city as object of evaluation carries over from line 1. Supplying เรา “we” would turn an impersonal standard into a personal appeal; supplying มัน would create an unnecessary English-like pronoun.
Stance is graded, not reduced to certainty versus doubt
The editorial uses ควร “should” for a recommendation, น่าจะ “is likely to” for a reasoned prediction, and อาจ “may” for concession. These modal choices assign different strengths to claims. จะ in the final sentence places the desired property in a conditional frame rather than merely marking grammatical future.
The opening ไม่ได้วัด negates “is measured” in this context; ได้ belongs inside the negated construction and does not mark past tense. In เดินทาง...ได้, by contrast, clause-final ได้ expresses ability. Identical-looking material can have different scope.
Linkers turn observations into a causal chain
จน links obstruction to the consequence of stepping into the road. เมื่อ...ก็... gives a recurring circumstance and response. ผลคือ explicitly labels the result, while กลับ signals the counter-expectation that car-centered conditions harm people without cars. Only after that chain does จึงควร introduce the recommendation.
The conditional หาก...ก็... then states how implementation could succeed. The final ก็ต่อเมื่อ means “only when,” not merely “when”: universal access is presented as a necessary condition for shared ownership. These relations produce paragraph cohesion, not a list of independent opinions.
Nominalization helps the paragraph change scale
การซ่อม, การปรับปรุง, and การลงทุน package actions as policy objects that can be started, evaluated, or contrasted. The writer alternates between these formal noun-like expressions and vivid predicates such as รถติดขึ้น “traffic becomes more congested” and อากาศแย่ลง “the air worsens.” A paragraph made entirely of การ phrases would be dense; a paragraph with none would struggle to discuss proposals abstractly.
Reference remains generic but humane
เด็ก ผู้สูงอายุ และคนพิการ names affected groups explicitly at the thesis stage. Later ผู้ใช้, คนที่พอมีทางเลือก, and ผู้ที่ไม่มีรถ categorize people by their relationship to the infrastructure. No claim says every member behaves identically. The repeated ทุกคน in the conclusion deliberately returns from policy categories to the universal standard.
The classifier phrase ทางเท้าสามช่วง counts stretches, not three whole pavement systems. The classifier encodes what the proposed repair actually targets.
Reconstructing the editorial effect
The paragraph proceeds from criterion to evidence, mechanism, consequence, recommendation, implementation condition, concession, and conclusion. Zero reference keeps the opening standard impersonal. Relative clauses define who and what is under discussion. Rising and falling predicates (ติดขึ้น, แย่ลง, ลำบากกว่าเดิม) make the causal costs visible. 1. Inserting a subject into every linked clause

Heavy English transfer: repeated คน obscures the causal progression and assigns agency too crudely.
