คงจะ presents a prediction or inference as a considered but softened expectation. It commonly corresponds to probably, I suppose, or is likely to. Compared with bare คง, it often sounds a little less direct or less committed because จะ places the proposition in a prospective or hypothetical frame. This is a tendency, not a fixed percentage scale: context and intonation can make the two overlap.
คงจะ is neutral standard Central Thai. It evaluates a proposition; it does not conjugate the following predicate and does not automatically locate the event in the future.
From คง to คงจะ
The most useful minimal contrast is one speaker choosing how firmly to present the same conclusion:
หัวหน้าคงอยู่ในห้องประชุมครับ
hua na khong yu nai hong prachum khrap
The supervisor is probably in the meeting room. (ordinary polite expectation, male speaker; relatively direct)
หัวหน้าคงจะอยู่ในห้องประชุมครับ แต่ผมยังไม่แน่ใจ

Both are grammatical present-time inferences. The added จะ does not mean “will be” here. It helps present the proposition as less directly asserted or more conjectural.
คุณแอนคงจะจำร้านนี้ได้ค่ะ เธอเคยมาหลายครั้ง
khun aen khong cha cham ran ni dai kha thoe khoei ma lai khrang
Khun Ann will probably remember this shop; she has been here many times. (ordinary polite assumption, female speaker)
The reason is general experience, not a witnessed fact. คงจะ naturally carries the speaker’s voice: another person with different evidence may make a different assessment.
Productive order
คง precedes จะ, and the complex precedes the proposition. Negation and aspect normally occur inside that proposition.

The order คง + จะ + ไม่ + predicate represents a softened expectation whose content is negative. English may say probably won't, but Thai does not move ไม่ before the entire modal sequence.
เขาคงจะไม่รับสายตอนนี้ค่ะ เพราะกำลังสอนอยู่
khao khong cha mai rap sai ton ni kha phro kamlang son yu
He probably will not answer now because he is teaching. (ordinary polite prediction, female speaker)

คงจะ itself neither grants ability nor imposes obligation. In คงจะทำได้, the speaker tentatively expects ability or success whose source lies in the person or circumstances; in คงจะต้องทำ, the speaker expects a necessity whose source lies in a rule, goal, or situation. The outer marker only calibrates commitment to that embedded claim.
คงจะ is not future tense
คงจะ can assess a past event, a present state, or a future development. Temporal adverbs, aspect markers, and discourse choose the reference time.
เมื่อคืนเขาคงจะลืมปิดหน้าต่างครับ พื้นเลยเปียก
muea khuen khao khong cha luem pit natang khrap phuen loei piak
He probably forgot to close the window last night, so the floor got wet. (ordinary polite deduction, male speaker; past reference)
ตอนนี้รถคงจะติดตรงสะพานค่ะ

พรุ่งนี้อากาศคงจะเย็นลงครับ

The weather will probably get cooler tomorrow. (ordinary polite prediction, male speaker; future reference)
The following predicates do not change form. เมื่อคืน, ตอนนี้, and พรุ่งนี้ locate them. This is why mapping คงจะ to English will probably is only a translation strategy, not a grammatical identity.

Interaction with กำลัง, อยู่, and แล้ว
Aspect sits inside the proposition being judged. With an unfolding event, คงจะ can precede กำลัง...อยู่. With an attained endpoint or changed state, it can precede a predicate ending in แล้ว.
ตอนนี้ทีมช่างคงจะกำลังแก้ระบบอยู่ค่ะ
ton ni thim chang khong cha kamlang kae rabop yu kha
The technical team is probably fixing the system now. (ordinary polite workplace inference, female speaker; ongoing viewpoint)
ป่านนี้รถส่งของคงจะถึงคลังแล้วครับ
pan ni rot song khong khong cha thueng khlang laeo khrap
By now the delivery truck has probably reached the warehouse. (ordinary polite inference, male speaker; attained endpoint)
Do not add อยู่ merely because English uses be, and do not add แล้ว merely because English uses a perfect. The markers matter only when an ongoing view, attainment, or current change is part of what the speaker estimates.
Event type and naturalness
คงจะ can assess actions, states, and changes: คงจะมา, คงจะรู้, คงจะดีขึ้น. However, the aspect inside the construction must suit the event type. Activities such as working and traveling can be viewed progressively. Stable possession or knowledge normally remains bare.
ฝ่ายบัญชีคงจะรู้ยอดที่ถูกต้องค่ะ
fai banchi khong cha ru yot thi thuktong kha
The accounting department probably knows the correct total. (ordinary polite workplace inference, female speaker; stable knowledge)
คงจะกำลังรู้ would be marked for that stable reading. A developing cognition such as คงจะเริ่มเข้าใจแล้ว “probably beginning to understand now” is different because เริ่ม creates a change.
Compared with อาจจะ and น่าจะ
Use the source and strength of the stance, not an imagined conjugation table:

If the train is delayed and the speaker calculates the arrival time, น่าจะ is attractive. If lateness is simply possible, อาจจะ is less committed. If the speaker knows the person’s normal pattern and offers a softened expectation, คงจะ fits. Real contexts allow overlap; there is no honest rule equating each form with a precise probability.
Register and omission
คงจะ is neutral in everyday conversation, work settings, and general writing. Formal institutional forecasts may use คาดว่า... “it is expected that...” to identify the assessment as institutional rather than personal. In rapid informal speech a recoverable subject is often omitted: คงจะสายหน่อย “will probably be a little late.” The marker itself is also optional grammatically, but omitting it normally turns a softened estimate into an unmarked assertion or leaves uncertainty to context alone.
Ordinary-polite dialogue
วันนี้ของจะมาส่งกี่โมงคะ
wan ni khong cha ma song ki mong kha
What time will the delivery come today? (ordinary polite question, female speaker)

Common Mistakes
1. Assuming จะ always makes the event future
❌ ตอนนี้เขาจะอยู่ที่บ้านค่ะ
Wrong for the intended uncertain inference—without context this readily sounds prospective rather than ‘he is probably home now.’
✅ ตอนนี้เขาคงจะอยู่ที่บ้านค่ะ
ton ni khao khong cha yu thi ban kha
He is probably at home now. (ordinary polite softened inference, female speaker)
2. Reversing คง and จะ
❌ ฝนจะคงตกช่วงเย็นครับ
Incorrect neutral order for this epistemic construction.
✅ ฝนคงจะตกช่วงเย็นครับ
fon khong cha tok chuang yen khrap

3. Putting negation before the whole sequence
❌ เธอไม่คงจะตอบวันนี้ค่ะ

4. Treating every following predicate as an infinitive
❌ เครื่องคงจะเพื่อหยุดทำงานครับ
Incorrect—Thai does not insert เพื่อ as an infinitive marker after คงจะ.
✅ เครื่องคงจะหยุดทำงานสักครู่ครับ
khrueang khong cha yut tham ngan sak khru khrap
