The circumfix per-...-an often packages a base as an organized whole: a bounded event, an established domain, a place associated with an activity, a collective landscape, or a conventional system. This perspective differs from simply naming an agent’s act. It explains why pertemuan is a meeting, perpustakaan a library, and peraturan a regulation even though English uses unrelated word-building strategies.

These are full lexical meanings, not automatic sums. Knowing pustaka helps one remember perpustakaan, but it does not by itself predict the institutional meaning “library.” Likewise, peraturan may name one countable rule or regulations collectively, depending on context.
Bounded events and event trajectories
Many event nouns present an activity as a delimited occurrence with participants, a setting, or a trajectory. Pertemuan is a meeting or encounter; perbincangan is an organized discussion; perlawanan is a match, contest, or opposition; pertukaran is an exchange. These nouns can be counted, scheduled, opened, postponed, or completed.
Perbincangan tentang belanjawan itu ditangguhkan hingga minggu depan.
The discussion about the budget was postponed until next week. (formal)
Perlawanan akhir akan bermula pada pukul lapan malam.
The final match will begin at eight tonight. (neutral)

The reciprocal element is especially clear in pertemuan, perbincangan, and perlawanan: the event conceptually relates two or more sides. The circumfix does not itself mean “each other,” but it frequently lexicalizes roots whose conventional event involves mutual participation.
Perjalanan extends the event pattern into a path. It can denote physical travel, the course of a career, or an unfolding personal experience. What remains constant is a trajectory construed as a coherent whole.
Buku itu merakam perjalanan kerjaya seorang pemain badminton negara.
The book chronicles the career journey of a national badminton player. (formal/literary)
English switches between journey, career, development, and course. Malay can extend perjalanan metaphorically because a life or career can be conceptualized as movement along a path.
Organized domains and institutions
Another branch names an established field of activity. Pertanian denotes agriculture, perikanan fisheries, perubatan medicine, and perniagaan business or trade. These nouns are common in official and academic compounds (formal/academic) because they package many practices, participants, and institutions as one domain.
Sektor pertanian memerlukan sistem pengairan yang lebih cekap.
The agricultural sector requires a more efficient irrigation system. (formal)
Institut itu menjalankan penyelidikan dalam bidang perikanan tropika.
The institute conducts research in the field of tropical fisheries. (academic)

The domain reading is broader than one agent-driven act. Perniagaan can be the activity of doing business, a line of business, or a particular business concern; context and the verb determine which level is prominent.
Places associated with an organized activity
Some members lexicalize a place or spatial complex. Perpustakaan is the institution and building where a collection is organized for use. Perumahan denotes housing as a sector or a residential development/area. Perkampungan can denote a settlement or cluster of villages/houses, often viewed as a coherent area.
Projek perumahan mampu milik itu dijangka siap pada hujung tahun.
The affordable-housing project is expected to be completed at the end of the year. (formal)
Perkampungan nelayan itu terletak berhampiran muara sungai.
That fishing settlement is located near the river mouth. (neutral)
Place is not a general translation of the circumfix. Pertemuan is not “a place for meeting” by default, and peraturan is not a place at all. Place readings are conventional extensions of particular root families.
Collectives and spatial aggregates
The construction can gather multiple entities into a collective or landscape. Peralatan denotes equipment as an organized set of tools, perairan denotes territorial or maritime waters associated with a place, and perbukitan denotes hilly country or a range of hills. Malay need not mark these as plural because the derived noun itself supplies the collective construal.
Semua peralatan keselamatan hendaklah diperiksa sebelum bot bertolak.
All safety equipment must be inspected before the boat departs. (formal instruction)
Kapal itu memasuki perairan Malaysia pada awal pagi.
The ship entered Malaysian waters early in the morning. (formal/news)

English uses plural waters and hills but mass equipment. This variation belongs to English; it should not be projected onto one supposed plural meaning of per-...-an.
Systems, conventions, and countable rules
Peraturan illustrates a system-to-unit alternation. In mematuhi peraturan, it can mean obeying the rules collectively. With a numeral or classifier, it can denote an individual regulation. The morphology does not decide countability by itself.

There are three additional rules for using the laboratory after office hours. (formal)

The sibling aturan can mean an arrangement, order, or rule, but it is not freely interchangeable with peraturan in institutional collocations. Peraturan sekolah is the conventional expression for school rules; aturan tempat duduk more readily refers to the arrangement/order of seating. The shared root does not erase lexical specialization.
Polysemy within one organized perspective
One word can move among related readings. Perusahaan can denote an enterprise/company, entrepreneurial activity, or in some formal compounds an industry. Perjalanan can be the act of travelling, a particular trip, the route/course, or a metaphorical life path. Pertemuan can be a scheduled meeting, an accidental encounter, or a point where things converge.
Jalan ini menjadi titik pertemuan dua laluan bas utama.
This road is the meeting point of two main bus routes. (neutral)
Perusahaan itu kini mempunyai lebih dua ratus orang pekerja.
The company now has more than two hundred employees. (formal/business)
These extensions retain the organizing image: convergence in pertemuan, a coherent venture in perusahaan, and a path through stages in perjalanan. A fixed English gloss hides that shared conceptual structure.
per-...-an versus peN-...-an
The two nominalizers can select different perspectives on the same root. Pertemuan profiles a meeting or encounter among participants; penemuan profiles a finding or discovery resulting from someone’s act of finding. Peraturan profiles an established rule or regulatory system; pengaturan (formal/specialized) can profile arranging or regulation as an agent-driven process. Perusahaan profiles an enterprise; pengusahaan (formal/technical) profiles the operation, development, or exploitation of something.
Pertemuan para penyelidik itu menghasilkan penemuan yang tidak dijangka.
The researchers' meeting produced an unexpected discovery. (academic)

This is a tendency, not an algorithm that creates interchangeable pairs. per-...-an often construes an organized domain or bounded event; peN-...-an often keeps an affected-object or agent-driven process in view. Each actual word still has its own collocations.
Common Mistakes
1. Assigning one English translation to every form.
❌ Perpustakaan bermaksud ‘the act of books’.
Incorrect — perpustakaan is the conventional noun for a library.
✅ Perpustakaan itu mempunyai koleksi manuskrip Melayu.
The library has a collection of Malay manuscripts. (formal)
2. Reading every per-...-an noun as an unbounded process.
❌ Pertemuan esok tidak boleh dikira sebagai satu acara.
Incorrect — pertemuan can denote a bounded, countable meeting.
