The circumfix per-...-an places one element before a base and another after it, producing one solid noun such as pertemuan or perjalanan. The hyphens and ellipsis belong only to linguistic notation: Malaysians write neither per-temu-an nor per...temu...an in running text.

The canonical two-part template
The basic template is per- + BASE + -an → one word. Both edges form the derivational construction, even when learners first recognize only the prefix or suffix.

The required family pairing aturan → peraturan is useful for vocabulary, but the tighter morphological analysis recovers the common root atur: atur + -an → aturan, alongside per- + atur + -an → peraturan. Do not treat the final -an of aturan as though the circumfix attached outside it.
Preserve the base: there is no meN--style deletion
In the canonical pattern, root-initial consonants remain visible. Temu keeps t in pertemuan, jalan keeps j in perjalanan, and pustaka keeps p in perpustakaan. Applying nasal-prefix rules would produce impossible spellings such as peremuan or perustakaan.
Pertukaran pelajar itu melibatkan tiga buah universiti.
The student exchange involves three universities. (formal)
Here tukar keeps its t: per- + tukar + -an → pertukaran. Compare active menukar, where a different prefix licenses deletion of initial t. The two patterns share a root but not an allomorphy rule.
Vowel sequences also remain visible according to standard spelling. Pustaka + -an yields the sequence -kaan in perpustakaan; usaha + -an yields -haan in perusahaan. These spellings preserve the root-final vowel plus the suffixal vowel and should not be simplified by ear.
Pihak perpustakaan sedang mengemas kini sistem pinjaman.
The library administration is updating the loan system. (formal)
The r-boundary and the surface form pe-...-an
When the base begins with r, standard forms can show only one r at the boundary. Per- + rumah + -an surfaces as perumahan, not perrumahan. It is often pedagogically useful to describe this as the pe-...-an allomorph before an r-initial base. The root relation remains visible through meaning and the rest of rumah.
Harga rumah di kawasan perumahan itu meningkat dengan mendadak.
House prices in that residential area rose sharply. (neutral/formal)
Other pe-...-an forms are lexicalized rather than generated by a single sound rule. Kerja → pekerjaan “work; employment” is an important example. Its established spelling is pekerjaan, not perkerjaan and not pengkerjaan. Learners should store this whole family.
Dia masih mencari pekerjaan tetap selepas tamat pengajian.
She is still looking for permanent employment after graduating. (neutral)
The lexical pel-...-an pattern
The high-frequency noun pelajaran “lesson; studies” is the principal pel-...-an member learners encounter: ajar → pelajaran. Its l is lexicalized and is not a productive instruction to replace r with l before any vowel-initial base. Compare the distinct family members pengajar “instructor,” pengajaran “teaching,” pelajar “student,” and pelajaran “lesson/studies.”
Pelajaran hari ini membincangkan perubahan iklim.
Today's lesson discusses climate change. (neutral)
Adik memberi tumpuan kepada pelajarannya menjelang peperiksaan.
My younger sibling is concentrating on their studies ahead of the examinations. (neutral)
There is no fully productive “choose pel- before ajar-like bases” shortcut. This is an honest lexical irregularity. Recognize and memorize pelajaran rather than extending its spelling to new roots.
Which bases participate?
The construction occurs with verbal/eventive roots (temu → pertemuan, tukar → pertukaran), roots that also function nominally (jalan → perjalanan, usaha → perusahaan), and nouns used to establish places or domains (pustaka → perpustakaan, rumah → perumahan). These categories overlap in Malay because a bare root need not carry the inflectional category marking familiar from English.
This breadth does not make per-...-an freely attachable to every base. English nouns in -tion, -ment, or -ing may correspond to per-...-an, peN-...-an, ke-...-an, -an, or an unrelated Malay lexeme. A structurally possible coinage can still be absent from Malaysian usage.
Contrasting per-...-an and peN-...-an in form
Both are discontinuous nominalizers, but peN-...-an contains the nasal alternations seen in meN-, whereas per-...-an normally preserves the root initial. Compare pertemuan from temu with penemuan from temu: the first keeps t, while the second shows the nasal-prefix alternation and deletes it. The words also differ in meaning—“meeting” versus “discovery”—so the formal contrast is not optional spelling.

The meeting led to the discovery of several old documents. (formal)
Similarly, peraturan “regulation” and pengaturan “arrangement/regulation process” (formal, relatively specialized in Malaysian usage) are not free spelling variants. The derivational perspective and conventional collocation determine the choice.
Recovering the base in a dictionary
Search both the complete word and its family: pertemuan/temu, perjalanan/jalan, perpustakaan/pustaka, peraturan/atur, perusahaan/usaha, perumahan/rumah. A Malaysian dictionary shows the appropriate root even where surface allomorphy obscures a boundary or where a familiar sibling such as aturan could mislead the analysis.
Do not simply remove the first three and last two letters. That would miss pekerjaan, pelajaran, and perumahan, and it could falsely segment an unrelated word that happens to begin and end with the same letters.
