Secara introduces the way an action is organized or the perspective from which a claim is true. It is common in reports, academic prose, news, policy language, and careful presentations: secara rasmi “officially,” secara sistematik “systematically,” and secara ekonomi “economically/from an economic perspective.”
English speakers often discover that secara + adjective can translate English -ly, then use it everywhere. That produces grammatical but bureaucratic-sounding conversation. In contemporary Malaysian Malay, secara is most useful when the manner is formal, methodical, domain-based, or conceptually framed—not merely when somebody does a simple action quickly or quietly. What secara contributes
The base cara means “way” or “method.” Secara turns the following expression into an adverbial frame roughly meaning “in a ... way,” “by ... means,” or “from a ... standpoint.” It is written as one word.
Permohonan itu ditolak secara rasmi semalam.
The application was officially rejected yesterday.
Pasukan penyelidik mengumpulkan data secara sistematik.
The research team collected the data systematically.
Projek itu akan dilaksanakan secara bertahap.
The project will be implemented in stages.
In Malaysian administrative writing, secara berperingkat is also very common for “in stages.” Secara bertahap is understood and occurs in formal Malay, though some Malaysian contexts prefer berperingkat. This is a lexical preference rather than a different grammatical construction.
Secara with relational adjectives and nouns
Secara combines especially well with relational adjectives—words that classify an action by system, institution, or principle rather than describing an immediately perceived quality.

Some complements look more like nouns than ordinary descriptive adjectives: secara teori, secara manual, secara dalam talian. What unites them is their ability to classify the mode, basis, or framework of the event.
Viewpoint domains: not just “how”
In many important uses, secara does not describe the physical manner of an action at all. It limits a claim to a domain: economically, technically, culturally, legally, or historically. The sentence may be true from one perspective but not from another.
Secara ekonomi projek itu menguntungkan, tetapi kesan alam sekitarnya membimbangkan.
Economically, the project is profitable, but its environmental impact is worrying.
Secara teknikal cadangan itu boleh dilaksanakan.
Technically, the proposal can be implemented.
Secara budaya kedua-dua masyarakat itu mempunyai banyak persamaan.
Culturally, the two communities have much in common.
This is the distinguishing strength of secara. Dengan normally tells us the manner or means by which someone performs an action. Secara ekonomi tells us which conceptual lens licenses the assessment.
Secara hukum is used and understood with the meaning “legally/as a matter of law,” especially in language influenced by wider regional usage. In careful Malaysian legal or public prose, dari segi undang-undang and di sisi undang-undang are often more idiomatic and more unmistakably Malaysian.
Secara hukum perjanjian itu boleh dipertikaikan.
Legally, the agreement may be disputed. (understood, but regionally marked in Malaysian usage)

Position in the clause
An integrated method expression commonly follows the verb phrase or its object:
Kerajaan akan memperkenalkan langkah itu secara berperingkat.
The government will introduce the measure in stages.
A viewpoint expression often comes first because it frames the entire claim. In normal Malaysian punctuation, a short integrated clause-initial expression does not need an automatic comma. A comma may still be used when the frame is long or when it prevents misreading, but do not import an English rule that every initial adverb must be comma-separated.
Secara keseluruhan prestasi syarikat bertambah baik tahun ini.
Overall, the company's performance improved this year.
Moving a method phrase to the front can give it contrastive prominence, especially in formal prose:
Secara manual proses ini mengambil masa dua jam, tetapi sistem baharu menyelesaikannya dalam beberapa minit.
Manually, this process takes two hours, but the new system completes it in a few minutes.
Secara versus dengan
There is overlap, but the two markers are not freely interchangeable.

The first describes the clarity of the explanation; the second classifies the basis of the evaluation. Secara jelas is possible in formal prose, but dengan jelas is the ordinary choice when the point is simply clarity of expression.
Rewriting formal language for conversation
Formal wording often has a natural conversational equivalent without secara. Compare a report-style sentence with what colleagues might say to one another:
Pelaksanaan sistem baharu akan dibuat secara bertahap mulai bulan hadapan.
Implementation of the new system will be carried out in stages beginning next month. (formal)
Kita akan mula guna sistem baharu itu sikit-sikit bulan depan.
We'll start using the new system bit by bit next month. (informal)
The informal sikit-sikit is colloquial Malaysian Malay; the standard neutral form is sedikit demi sedikit. The rewrite changes more than one word because register is a property of the whole clause. Simply deleting secara from a nominal, bureaucratic sentence may not make it conversational.
Kita akan laksanakan sistem itu sedikit demi sedikit.
We will implement the system little by little. (neutral spoken)
Malaysian Malay and Indonesian
Both standards use secara, but preferred collocations can differ. Malaysian institutional prose strongly favors expressions such as secara berperingkat, secara keseluruhan, and secara bertulis. Wider Malay–Indonesian expressions such as secara hukum may be understood in Malaysia yet feel less local than dari segi undang-undang. Choosing a grammatical marker is only the first step; choosing the locally expected complement matters too.
