The sentence is authoritative because pemohon defines the obligated group, hendaklah marks the requirement, and sebelum 30 September closes the time window. Adding more nominalizations would not make the rule more correct.
Forms turn recurring participants into fields
An administrative form replaces full clauses with stable labels: Nama penuh, Nombor MyKad, Alamat surat-menyurat, Tarikh permohonan, and Tandatangan pemohon. These are noun phrases (formal/administrative), not a model for ordinary expository sentences.

MyKad is the Malaysian identity-card name relevant to this constructed context. A real form also needs an applicable privacy notice and data-retention basis; grammar alone cannot supply institutional authority. English-speaking writers should not import a neighboring national identifier or acronym simply because it translates as “identity card.”
Head-first order helps interpret fields: tarikh permohonan is the date of the application, while permohonan tarikh is not the standard relationship. Alamat surat-menyurat specifies a correspondence address, which may differ from alamat kediaman “residential address.”
Circulars establish authority and applicability
A circular or pekeliling usually identifies its issuer, subject, effective date, addressees, and implementation responsibility. Common formulas include berkuat kuasa mulai, terpakai kepada, selaras dengan, bagi tujuan, and sehubungan dengan itu (formal/administrative).
Arahan ini berkuat kuasa mulai 1 Oktober dan terpakai kepada semua pejabat daerah.

Tersebut points back to an identified change. Sehubungan dengan itu claims a connection to the preceding matter; it should not be an automatic paragraph opener when no connection has been stated. Mulai 1 Oktober includes that date as the starting point. A separate ending date must be named if the measure is temporary.
Administrative authority must have a recoverable source. The passive diputuskan can be appropriate when the deciding body has just been named, but Jawatankuasa Pengurusan memutuskan... is clearer when responsibility is contested.

Defined terms control scope
Long documents often assign a precise local meaning to a recurring word. A definition should state the label and its referent once, then use the label consistently.

In this notice, 'applicant' refers to a Malaysian citizen applying for community travel assistance. (formal definition; fictional scheme)
This definition does not establish a real eligibility rule; it models scope. If residents who are not citizens are also eligible, the wording must change. Administrative precision is often about these boundaries rather than difficult vocabulary.

Applications received after the closing date will be processed in the next round. (formal administrative)
The relative clause yang diterima selepas tarikh tutup delimits which applications receive the stated treatment. Without it, the sentence wrongly applies to every application.
Nominalizations package procedures—but can hide actors
Administrative prose needs nouns such as permohonan, pengesahan, pembayaran, pelaksanaan, and penyelenggaraan because procedures become recordable objects. The problem begins when several are stacked around a weak verb.

Identity verification is carried out before the application is processed. (formal administrative)
This passive sequence is reasonable when the workflow matters more than the officer. If citizens need to know who verifies the identity, write Unit Pendaftaran mengesahkan identiti....

English administrative writing also favors nominalizations, so English speakers may transfer the heaviness rather than the exact words. Prefer a finite verb when it shortens the path from responsible actor to required action.
Directives encode different institutional forces
Hendaklah marks a formal requirement; dikehendaki likewise presents an obligation, often impersonally. Sila frames a conventional instruction. Diminta presents a request, although institutional context can give it practical force. Boleh gives permission or states possibility. These are not interchangeable politeness ornaments.
Pemohon hendaklah menandatangani borang di ruangan yang disediakan.
Applicants must sign the form in the space provided. (formal requirement)
Sila bawa MyKad asal untuk tujuan pengesahan.

The paired range dari...hingga... states both boundaries. The notice distinguishes uploading a copy from presenting the original, and explicitly says the original is not surrendered. A real notice would require verified programme rules, contacts, accessibility information, and privacy terms.

This clause states the consequence, but a better real procedure would also explain how and by when corrections must be made. Readability includes operational completeness.

The same fictional message can keep its authority while putting actions in the order a citizen performs them:

The rewrite uses direct imperatives and an overt actor. It is still formal enough for a public-service page. Plain language changes information design, not the underlying rule.

1. Importing a neighboring agency term
❌ Departemen itu meminta nombor KTP pemohon Malaysia.
Incorrect for this Malaysian context—departemen and KTP are Indonesian institutional terms.
