Bahasa Melayu Baku in Formal Writing

Bahasa Melayu baku is the standardized variety expected in edited Malaysian prose (formal): reports, institutional websites, explanatory articles, official correspondence, and assessed writing. Its strength does not come from making every sentence long. It comes from stable spelling, complete morphology where the construction requires it, Malaysian lexical choices, and a structure that lets readers recover who did what and how one sentence follows another.

Pihak sekolah akan mengadakan taklimat keselamatan pada hari Isnin.

The school will hold a safety briefing on Monday. (formal written)

Sekolah akan mengadakan taklimat keselamatan pada hari Isnin. Taklimat itu terbuka kepada semua ibu bapa.

The school will hold a safety briefing on Monday. The briefing is open to all parents. (clear formal written prose)

The second example shows an important formal-writing principle: repetition of a clear noun can be better than an overloaded single sentence. Formality is controlled readability, not maximum grammatical weight.

Standard morphology identifies relationships

Edited prose normally retains productive affixes that casual speech may omit. Mengadakan presents the school as organizing an event; dilaksanakan foregrounds a programme being carried out; pembayaran names the process or result of paying. These forms distinguish verb, passive, and noun roles clearly.

Jawatankuasa itu melaksanakan program bimbingan untuk murid baharu.

The committee is implementing a guidance programme for new pupils. (formal)

Program bimbingan itu dilaksanakan secara berperingkat.

The orientation programme is being implemented in stages. (formal passive)

Pembayaran yuran boleh dibuat melalui portal sekolah.

Fee payment may be made through the school portal. (formal)

English speakers sometimes assume that a Latinate English noun should always become a Malay nominalization. That produces heavy strings such as pelaksanaan pemantauan penyelenggaraan. Malay has nominalizations, but a finite clause is often clearer: Pihak sekolah akan memantau kerja penyelenggaraan “The school will monitor the maintenance work.” See editing for register consistency for a broader editing workflow.

Use a nominalization when the process itself is the topic—pembayaran yuran—but use a verb when the actor and action matter—ibu bapa membayar yuran.

Sentence structure should expose the main action

A well-edited formal sentence gives its central clause enough prominence. Circumstances can appear first, especially when they organize a paragraph, but several layers of introductory material delay the point.

Selepas menerima borang yang lengkap, pihak urus setia akan menghantar surat pengesahan kepada pemohon.

After receiving the completed form, the secretariat will send a confirmation letter to the applicant. (formal)

The opening clause provides the condition; the main clause then names the actor, action, document, and recipient. English permits dense noun stacks such as “application status confirmation letter.” Malay usually unfolds those relationships: surat pengesahan status permohonan, with the head surat first.

Laporan kemajuan projek itu akan dibentangkan dalam mesyuarat bulan hadapan.

The project's progress report will be presented at next month's meeting. (formal)

Passive voice is normal when the affected item is already the paragraph topic or when the agent is predictable. It should not erase an agent that readers genuinely need to know. Compare Permohonan akan disemak with Unit Kewangan akan menyemak permohonan: the second is better when responsibility is important.

Malaysian terminology and current spelling matter

Standard grammar does not make every word equally suitable in every national variety. Malaysian edited prose follows Malaysian institutional and lexical convention. It normally uses kementerian and jabatan, universiti, kakitangan or warga kerja according to house style, e-mel, lesen, and dokumen. A term familiar from Indonesian media may be intelligible but still be the wrong editorial choice for a Malaysian document.

Jabatan itu menghantar e-mel kepada semua pemegang lesen.

The department sent an email to all licence holders. (formal Malaysian usage)

Do not mechanically substitute Indonesian-associated departemen for Malaysian jabatan, or izin where the intended Malaysian administrative noun is kebenaran or permit. The exact choice depends on meaning: kebenaran ibu bapa is parental permission, while a regulated activity may require a permit. Current DBP-oriented spelling and an organization's house style should be applied consistently; capitalization can vary for a full official name versus a generic reference.

Cohesion makes a paragraph formal and readable

Formal prose tells readers how claims relate. Pertama, selain itu, namun, oleh itu, and sehubungan dengan itu are useful only when their logical relationship is real. Repeated connectives do not create coherence by themselves.

Penggunaan lampu LED mengurangkan penggunaan tenaga. Selain itu, lampu tersebut tahan lebih lama daripada lampu konvensional.

Using LED lights reduces energy use. In addition, those lights last longer than conventional lights. (formal explanatory prose)

The demonstrative tersebut (formal) retrieves an already identified referent. In less formal prose, lampu itu would often suffice. Avoid using tersebut for a noun that has not yet been introduced; its function is backward reference, not decoration. More reference patterns appear on tersebut.

Hujan lebat dijangka berterusan. Oleh itu, penduduk diminta mengelakkan kawasan rendah.

Heavy rain is expected to continue. Therefore, residents are asked to avoid low-lying areas. (formal)

Here oleh itu presents the request as a consequence of the forecast. If the second sentence merely added another forecast, selain itu would be the truthful connector.

Correcting an official paragraph

The following first draft is fictional. It imitates recurring editing problems; it is not quoted from an agency.

Berhubung perkara di atas, adalah dimaklumkan bahawa pelaksanaan proses pendaftaran peserta baharu akan dilaksanakan oleh pihak urus setia bermula daripada 3 Jun dan para peserta adalah diminta untuk membuat pengisian borang secara online.

Overloaded fictional draft: it repeats pelaksanaan/dilaksanakan, uses a dangling adalah, and mixes less controlled terminology.

Pendaftaran peserta baharu akan dibuka pada 3 Jun. Peserta diminta mengisi borang dalam talian, dan pihak urus setia akan mengesahkan setiap permohonan melalui e-mel.

Edited version: New-participant registration will open on 3 June. Participants are asked to complete the online form, and the secretariat will confirm each application by email. (formal)

The revision replaces pelaksanaan proses pendaftaran...dilaksanakan with the direct predicate pendaftaran...akan dibuka. It removes the cumbersome notification formula, uses mengisi borang rather than membuat pengisian borang, and chooses dalam talian for controlled Malaysian formal prose. Daripada 3 Jun was also corrected to pada 3 Jun because the sentence names an opening date, not a range; bermula pada 3 Jun would also work.

A short explanatory article

This constructed paragraph models a lighter form of edited exposition rather than an administrative circular:

Kebun komuniti memberi penduduk ruang untuk menanam sayur secara bersama. Selain menghasilkan makanan, kegiatan ini menggalakkan jiran berkenalan dan berkongsi kemahiran. Namun, kebun hanya dapat dikekalkan jika tugas menyiram, membersihkan kawasan, dan mengurus peralatan dibahagikan dengan jelas. Oleh itu, setiap kumpulan perlu menetapkan jadual yang realistik serta merekodkan tanggungjawab anggotanya.

Selain menghasilkan makanan, kegiatan ini menggalakkan jiran berkenalan dan berkongsi kemahiran.

Besides producing food, this activity encourages neighbours to get to know one another and share skills. (formal explanatory prose)

The paragraph has full affixes, but its clauses remain moderate in length. Namun introduces the condition that complicates the benefit; oleh itu introduces a practical consequence. Formality here comes from an explicit argument, not from ceremonial formulas.

Common Mistakes

1. Using ialah before an adjective predicate

❌ Tujuan utama program ini ialah penting untuk murid.

Incorrect—ialah links a subject to a noun phrase, not normally to an adjective predicate.

✅ Program ini penting untuk murid.

This programme is important for pupils. (formal)

2. Turning a clear verb into stacked nominalizations

❌ Pihak sekolah akan membuat pelaksanaan pemantauan kantin.

Poor formal style—membuat plus stacked nominalizations obscures the action.

✅ Pihak sekolah akan memantau pengurusan kantin.

The school will monitor the management of the canteen. (formal)

3. Importing a neighboring administrative term

❌ Departemen itu mengeluarkan izin baharu.

Incorrect for the intended Malaysian institutional context—departemen and this use of izin are Indonesian-associated.

✅ Jabatan itu mengeluarkan permit baharu.

The department issued a new permit. (formal Malaysian usage)

4. Using a backward-reference word without an antecedent

❌ Tersebut sebuah projek akan dimulakan pada bulan depan.

Incorrect—tersebut follows an established noun and points back to it; it does not introduce one this way.

✅ Projek tersebut akan dimulakan pada bulan depan.

The project in question will begin next month. (formal)
