Use pada for a time point, an abstract setting or stage, a holder, or the anchor of a relation such as bergantung pada. Use kepada when a person or institution is the recipient of a transfer, message, report, thanks, or directed attitude. The decisive contrast is recipienthood, not whether the following noun is human.
English to, at, on, and with divide these meanings differently. A teacher can appear after either preposition: a document is pada guru if it is currently held by the teacher, but is sent kepada guru when the teacher receives it.

pada for time and abstract location
Pada locates an event at a time, stage, level, condition, or abstract point (formal/neutral). It is especially common in monitored prose.
Pelatihan lanjutan akan dimulai pada hari Rabu.
The follow-up training will begin on Wednesday. (formal time point)
Pada pukul sembilan, seluruh peserta sudah berada di ruangan.
At nine o'clock, all participants were already in the room.
Masalah itu ditemukan pada tahap akhir pemeriksaan.
The problem was found at the final stage of the inspection.
Air membeku pada suhu nol derajat Celsius.
Water freezes at zero degrees Celsius.
Pada dasarnya, kedua usul itu memiliki tujuan yang sama.
Basically, the two proposals have the same objective. (abstract framing)
Everyday speech often omits pada before a simple day or clock time: Rapatnya hari Senin and Kita bertemu jam sembilan (informal/neutral spoken). That does not make pada hari Senin wrong; it is simply more explicit and monitored.
Kita ketemu hari Senin setelah makan siang, ya.
Let's meet Monday after lunch, okay? (informal speech; pada omitted)
The pada reference develops its temporal and abstract frames.
pada for the current holder
Ada pada + person means that something is with, held by, or under the control of that person. No transfer is being described.
Kunci ruang arsip ada pada saya.
I have the archive-room key. (literally, the key is with me)
Naskah asli kontrak masih ada pada pengacara kami.
The original contract is still with our lawyer.
Keputusan terakhir ada pada direktur.
The final decision lies with the director.
The required pada saya is not a recipient phrase. It presents saya as the current holder or locus of responsibility. To describe sending something to me, choose kepada saya.
Berkas aslinya ada pada saya, tetapi salinannya sudah saya kirim kepada direktur.
I have the original file, but I have sent the copy to the director. (holder versus recipient)
pada as the anchor of a lexical relation
Some predicates conventionally favor pada because their meaning is anchored to something: bergantung pada “depend on,” berdasarkan pada “be based on” (often simply berdasarkan), terletak pada “lie in/on,” berfokus pada “focus on,” and mengacu pada “refer to.”
Keberangkatan kapal bergantung pada kondisi cuaca.
The ship's departure depends on weather conditions.
Keputusan ini bergantung pada saya dan dua anggota lain.
This decision depends on me and two other members. (human anchor, not recipient)
Perbedaan utamanya terletak pada cara data tersebut dikumpulkan.
The main difference lies in how the data was collected.
Pembahasan hari ini berfokus pada kebutuhan pengguna baru.
Today's discussion focuses on the needs of new users.

That term refers to the process explained in the previous section.
The human noun in bergantung pada saya proves why humanness is not the test. I receive nothing; I anchor the dependency. Bergantung kepada also occurs, especially with human complements, so this lexical item has genuine overlap; broad neutral bergantung pada remains the dependable pattern. That overlap does not make kepada a general marker for every human noun.
kepada for an actual recipient
Kepada + person/institution marks the endpoint of giving, sending, reporting, showing, explaining, or saying (neutral/formal).
Maya menyerahkan tugasnya kepada guru setelah kelas.
Maya handed her assignment to the teacher after class.
Panitia mengirimkan jadwal terbaru kepada seluruh peserta.
The committee sent the latest schedule to all participants.
Petugas menjelaskan prosedur tersebut kepada pemohon.
The officer explained the procedure to the applicant.
Kami melaporkan kerusakan itu kepada pengelola gedung.
We reported the damage to the building manager.
The required kepada guru means that the teacher receives the assignment. Compare:
Tugas Maya sekarang ada pada guru.
Maya's assignment is now with the teacher. (current holder)
Maya memberikan tugas itu kepada guru.
Maya gave the assignment to the teacher. (recipient of transfer)
Some verbs take a direct recipient without kepada, especially memberi: Saya memberi Rina buku. With memberikan, the common frame is memberikan buku kepada Rina. Do not add kepada mechanically without knowing the verb's argument pattern.
Saya memberi Rina satu salinan tambahan.
I gave Rina one additional copy. (direct recipient after memberi)
Saya memberikan satu salinan tambahan kepada Rina.
I gave one additional copy to Rina. (theme, then kepada-recipient)
kepada for directed attitudes and social acts
A person can be the target of gratitude, respect, loyalty, fairness, hostility, or another socially directed stance. Kepada marks that orientation.
Kami berterima kasih kepada warga yang membantu proses evakuasi.
We thank the residents who helped with the evacuation.
Guru itu selalu bersikap adil kepada semua murid.
That teacher is always fair to all students.
Rina tetap ramah kepada pelanggan yang mengajukan keluhan.
Rina remained friendly toward the customer who made the complaint.
Anak-anak diajarkan untuk menghormati orang lain.
Children are taught to respect other people. (direct object; no kepada required after menghormati)
The final sentence is a warning: English “toward/to a person” is not enough. Lexical menghormati takes a direct object, while bersikap hormat kepada uses a prepositional target.
Human-adjacent phrases that do not take kepada
A human noun may be a companion, topic, beneficiary, employer, possessor, or dependency anchor rather than recipient.
Saya berbicara dengan guru setelah ujian.
I spoke with the teacher after the exam. (interlocutor/companion: dengan)
Hadiah ini untuk guru kelas kami.
This gift is for our homeroom teacher. (intended beneficiary: untuk)
Artikel itu membahas pengalaman para guru di daerah terpencil.
The article discusses the experiences of teachers in remote areas. (direct topic/object)
Dina bekerja untuk seorang pengacara di pusat kota.
Dina works for a lawyer downtown. (employer/beneficiary relation: untuk)
Rencana perjalanan kami bergantung pada pemandu lokal.
Our travel plan depends on the local guide. (dependency anchor: pada)
None takes kepada merely because a person follows.
Formal and conversational choices
Kepada is common in careful speech and writing. Informal conversation often uses ke or sama for a recipient, depending on verb and region (informal).
Nanti aku kasih kuncinya ke Rani.
I'll give the key to Rani later. (informal)
Aku sudah kasih fotonya sama Dimas.
I've given the photo to Dimas. (informal; sama as recipient marker in some colloquial varieties)
Kunci tersebut akan saya serahkan kepada Rani.
I will hand the key to Rani. (formal/neutral)
Because sama also means “with” and can mark a passive agent in colloquial speech, kepada is clearer in official prose. Do not ban colloquial alternatives from all conversation or carry them unmarked into a report.
A four-way minimal set
The same person guru enters four different relations:
Buku catatan itu ada pada guru.
The notebook is with the teacher. (holder)
Buku catatan itu diserahkan kepada guru.
The notebook was handed to the teacher. (recipient)
Buku catatan itu disiapkan untuk guru.
The notebook was prepared for the teacher. (beneficiary)
Buku catatan itu dibahas dengan guru.
The notebook was discussed with the teacher. (interlocutor)
The noun does not choose the preposition; the semantic role does.
Common Mistakes
1. Using kepada for a current holder
❌ Berkas aslinya masih ada kepada Bu Rini.
Incorrect relation—ada presents Bu Rini as the current holder, not as a recipient.
✅ Berkas aslinya masih ada pada Bu Rini.
The original file is still with Ms. Rini.
2. Using a holder statement for a transfer event
❌ Kartu akses itu ada pada petugas keamanan tadi pagi.
Incorrect for the intended message—this says only that the officer held the card, not that I handed it over.
✅ Saya menyerahkan kartu akses itu kepada petugas keamanan.
I handed the access card to the security officer.
3. Using kepada for a beneficiary
❌ Kami membeli bunga kepada guru yang akan pensiun.
Incorrect relation—the teacher benefits from the purchase but does not receive through membeli.
✅ Kami membeli bunga untuk guru yang akan pensiun.
We bought flowers for the teacher who is retiring.
4. Treating every directed verb alike
❌ Para siswa menghormati kepada guru baru itu.
Incorrect argument pattern—menghormati takes its object directly.
✅ Para siswa menghormati guru baru yang mengajar kelas mereka.
The students respect the new teacher who teaches their class.
5. Joining the preposition to its complement
❌ Laporan itu dikirim kepadadirektur padahari Jumat.
Incorrect word boundaries—both prepositions remain separate from full noun phrases.
✅ Laporan itu dikirim kepada direktur pada hari Jumat.
The report was sent to the director on Friday.
