Administrative Hindi is the specialized register of forms, circulars, orders, government correspondence, institutional policies, and procedural notices. Its central question is not “Who is chatting with whom?” but “What procedure applies, to which category of person, under which document or authority?” This purpose explains its recurring passives, role nouns, document references, and nominalized actions.
These features are formal/administrative, not a model for every professional email. Dense official prose can be legally exact, but it can also be badly written. Clear administrative Hindi keeps the needed scope and authority visible without burying the instruction.
The institution speaks through procedure
A conversational speaker readily says हम जाँच करेंगे “we will check.” An office often foregrounds the application or the required process and leaves the individual official unnamed.
हम आपका फ़ॉर्म देखेंगे और फिर आपको बताएँगे।
ham āpkā form dekheṅge aur phir āpko batāẽge.
We'll look at your form and then let you know. (conversational)
आपके आवेदन की जाँच के बाद आपको परिणाम की सूचना दी जाएगी।
āpke āvedan kī jā̃c ke bād āpko pariṇām kī sūcnā dī jāegī.
After your application has been examined, you will be informed of the result. (neutral administrative)
आवेदन के सत्यापनोपरांत निर्णय से अभ्यर्थी को पृथक रूप से अवगत कराया जाएगा।
āvedan ke satyāpanoprānt nirṇay se abhyarthī ko prithak rūp se avgat karāyā jāegā.
Following verification of the application, the candidate will be informed separately of the decision. (marked bureaucratic)
The neutral sentence uses a familiar temporal phrase, जाँच के बाद, and a recipient passive. The marked version compresses the sequence into सत्यापनोपरांत (marked formal) and labels the person by the procedural role अभ्यर्थी. Such compression is suitable only when the audience knows the institutional vocabulary.
Conventional performative formulas
Administrative documents often perform an act simply by announcing it. Present habitual passives such as सूचित किया जाता है, निर्देश दिया जाता है, and स्वीकृति प्रदान की जाती है give the statement continuing official force.
सभी कर्मचारियों को सूचित किया जाता है कि कार्यालय शुक्रवार को बंद रहेगा।
sabhī karmacāriyoṃ ko sūcit kiyā jātā hai ki kāryālay śukravār ko band rahegā.
All employees are hereby informed that the office will remain closed on Friday. (administrative notice)
संबंधित अधिकारियों को आवश्यक कार्रवाई करने का निर्देश दिया जाता है।
sambandhit adhikāriyoṃ ko āvaśyak kārravāī karne kā nirdeś diyā jātā hai.
The officials concerned are directed to take the necessary action. (formal administrative)
The present जाता है here does not describe an action that repeatedly happens every day. In a dated notice, it is an institutional performative: issuing the sentence counts as informing or directing. English often uses hereby; Hindi usually does not need a separate equivalent because the document frame and passive formula supply that force.
A completed event instead uses the perfective passive:
समिति की अनुशंसा स्वीकार कर ली गई है।
samiti kī anuśaṃsā svīkār kar lī gaī hai.
The committee's recommendation has been accepted. (formal)
The feminine noun अनुशंसा controls कर ली गई है inside the noun–verb predicate. Bureaucratic style does not suspend ordinary agreement.
The event-noun pairings behind these formulas are developed on light verbs in formal nominal style.
Role labels replace personal address
Forms classify people as आवेदक “applicant,” अभ्यर्थी “candidate,” प्राप्तकर्ता “recipient,” कर्मचारी “employee,” or पेंशनभोगी “pensioner.” A singular role label after प्रत्येक takes singular agreement; a plural class takes plural agreement.
प्रत्येक आवेदक अपने स्थायी पते का प्रमाण संलग्न करे।
pratyek āvedak apne sthāyī pate kā pramāṇ saṃlagn kare.
Each applicant should attach proof of their permanent address. (formal instruction)
सभी आवेदक अपने मूल प्रमाणपत्र साथ लाएँ।
sabhī āvedak apne mūl pramāṇpatr sāth lāẽ.
All applicants should bring their original certificates. (formal instruction)
प्रत्येक आवेदक is distributively singular, so करे is singular third-person subjunctive. सभी आवेदक is plural, so लाएँ is plural/honorific. Gender-inclusive role wording may use a conventional generic role noun, a paired form, or a neutral plural depending on institutional policy; the surrounding agreement must remain grammatical.
Document deixis: pointing inside a paper trail
Words such as उक्त “the said/aforementioned,” उपर्युक्त “mentioned above,” निम्नलिखित “following,” संलग्न “enclosed,” and संबंधित “concerned/relevant” point within a document set.
उपर्युक्त विषय के संबंध में संलग्न विवरण देखें।
uparyukt viṣay ke sambandh meṃ saṃlagn vivaraṇ dekheṃ.
Regarding the subject mentioned above, see the enclosed details. (administrative)
आदेश की प्रति इस पत्र के साथ संलग्न है।
ādeś kī prati is patr ke sāth saṃlagn hai.
A copy of the order is enclosed with this letter. (formal)
These expressions require a real anchor. उपर्युक्त is unhelpful if nothing has been stated above; संलग्न is false if no attachment exists. In an email, नीचे दिए गए विवरण or साथ भेजी गई फ़ाइल may be clearer than a paper-era formula.
Genitive chains and scope
Official texts stack relations because they must identify an exact procedure or authority:
राज्य सरकार के शिक्षा विभाग की छात्रवृत्ति योजना के आवेदन-पत्र
rājya sarkār ke śikṣā vibhāg kī chātravritti yojnā ke āvedan-patr
the application forms for the state government's education department scholarship scheme (administrative noun phrase)
Every का/के/की agrees with the following possessed unit: सरकार के [शिक्षा विभाग], विभाग की [छात्रवृत्ति योजना], योजना के [आवेदन-पत्र]. Readers process the chain from these local links, not from English preposition order. If the chain becomes hard to parse, split it into a sentence: राज्य सरकार के शिक्षा विभाग ने छात्रवृत्ति योजना शुरू की है। उसके आवेदन-पत्र...
Orders, permissions, and obligations
Administrative prose distinguishes an instruction from permission and eligibility.
| Pattern | Administrative force |
|---|---|
| X करें / किया जाए | instruction or order |
| X करना होगा | obligation |
| X किया जा सकता है | permission or procedural possibility |
| X के पात्र हैं | eligibility |
| X मान्य नहीं होगा | invalidity |
शुल्क का भुगतान केवल ऑनलाइन किया जा सकता है।
śulk kā bhugtān keval onlāin kiyā jā saktā hai.
The fee may be paid only online. (administrative rule)
This can express the authorized method, not merely physical ability. The document context fixes the modal reading.
निर्धारित तिथि के बाद प्राप्त आवेदन मान्य नहीं होंगे।
nirdhārit tithi ke bād prāpt āvedan mānya nahīṃ hoṅge.
Applications received after the specified date will not be valid. (administrative rule)
The participle प्राप्त restricts आवेदन, and plural आवेदन controls होंगे. Concise does not mean grammatically incomplete.
Vocabulary strata are institutional history
Government Hindi often favors Sanskritic आवेदन, अधिसूचना, प्राधिकारी, but Perso-Arabic words such as तारीख़, ज़िला, दाख़िल, अदालत, and दरख़ास्त remain established in many regions and legal traditions. English फ़ाइल, पोर्टल, ऑनलाइन, and ईमेल are routine in digital administration. A document may therefore say ऑनलाइन पोर्टल पर आवेदन दाख़िल करें without incoherence.
The right question is whether the term is recognized in that institution and clear to its audience. Replacing a familiar technical word merely to maximize one etymological stratum can reduce accessibility.
Common Mistakes
1. Mixing intimate address with an official directive
❌ तू अपना आवेदन तत्काल जमा कर।
Socially miscalibrated for a public administrative notice: तू is intimate or potentially demeaning.
✅ कृपया अपना आवेदन निर्धारित तिथि तक जमा करें।
kripyā apnā āvedan nirdhārit tithi tak jamā kareṃ.
Please submit your application by the specified date. (formal)
2. Hiding the responsible authority when it matters
❌ शिकायत निरस्त कर दी गई है।
Potentially inadequate in a decision letter: it omits who rejected the complaint and may obscure the appeal path.
✅ अपील समिति ने शिकायत निरस्त कर दी है।
apīl samiti ne śikāyat nirast kar dī hai.
The appeals committee has rejected the complaint. (formal and accountable)
3. Using a document pointer with no anchor
❌ उपर्युक्त प्रमाणपत्र जमा करें।
Defective if no certificate has been mentioned above; उपर्युक्त needs a recoverable textual referent.
✅ जन्मतिथि का प्रमाणपत्र जमा करें।
janmatithi kā pramāṇpatr jamā kareṃ.
Submit proof of your date of birth. (clear instruction)
4. Treating a long genitive chain as automatically precise
❌ विभाग की योजना के नियमों के बदलाव की सूचना का पत्र पढ़ें।
Grammatically interpretable but difficult to parse because too many relations are stacked.
✅ विभाग ने योजना के नियम बदले हैं। इस बदलाव की सूचना वाला पत्र पढ़ें।
vibhāg ne yojnā ke niyam badle haiṃ. is badlāv kī sūcnā vālā patr paṛheṃ.
The department has changed the scheme's rules. Read the letter announcing this change. (clear formal prose)
Key Takeaways
- Administrative Hindi foregrounds procedures, roles, authority, and document relations.
- Present habitual passives can perform official acts; perfective passives report completed ones.
- Role nouns and document pointers must have clear real-world or textual anchors.
- Sanskritic, Perso-Arabic, and English institutional vocabulary reflect domain and history, not a scale of linguistic purity.
- Formal scope does not require needless density: split noun chains and name responsible actors when clarity demands it.
