Claim, concession, and recommendation
The column does not simply repeat “I think.” The evaluative predicates carry stance: hindi luho, mahalaga, hindi sapat, and dapat. The concession grants that road and drainage repairs matter, then gayunpaman blocks the inference that pedestrian needs can therefore be ignored.
This pattern is stronger than a straw-man argument. It represents the competing consideration, narrows what follows from it, and returns to the thesis with a concrete proposal.

Concession without and with argumentative return

The second sentence does not contradict the first clause. Gayunpaman rejects the idea that it exhausts the city’s obligations.
Why literal translation fails
English “walkable city” is not best handled by attaching an English-derived suffix. Filipino uses a relative construction such as lungsod na madaling lakarin: a city that is easy to walk through. The patient-voice infinitive-like lakarin selects the city as the traversed space.
Likewise, may magsasabing is not possession. It existentially introduces a possible objector. Hindi sapat na sabihing... evaluates an entire proposition, not the physical sufficiency of a spoken sound.
Common Mistakes
Inserting a copula into the thesis
❌ Ang lilim ay is hindi luho.
Incorrect — Filipino does not insert English is, and ay already marks a topic-comment inversion.

Repeating personal stance without advancing the argument

Using pero without a real contrast
