2. The incident occurred at 8:20 and affected three streets, the public school, and the municipal market.
3. According to council sources, the outage reportedly began during maintenance work on an underground line.

English renders hauria començat with “reportedly began,” because a literal “would have begun” sounds hypothetical. Conversely, English “have been working” maps here to Catalan present treballen plus des de, not necessarily a Catalan compound tense.

Read the headline as one compact unit. In the report, pause after attribution and around the parenthetical connector però:

The delivery should be (neutral journalistic): steady enough to keep attribution attached to its claim, without dramatizing the fictional emergency.
Headline and numbered annotation
Headline. Present tense and maximum information density
Deixa is present tense although the outage began earlier. News headlines routinely use a vivid present to present the event as current. The subject una avaria comes first, followed by the consequence and location; this lets a reader grasp cause, effect, and scope in one line.
Una fuita d'aigua obliga a tallar l'avinguda durant dues hores.
A water leak forces the avenue to be closed for two hours.
Unlike English headline style, Catalan does not systematically delete every article or auxiliary. A natural headline is compressed, but it must still obey Catalan syntax.
1–2. The lead answers what, where, and when
The lead replaces headline present with present perfect ha deixat and adds scale: uns sis-cents habitatges. Here uns means “approximately,” not merely the indefinite plural article. Aquest dijous al matí anchors the report in the current news frame.
La incidència ha afectat uns dos-cents abonats del sector nord.
The incident has affected around two hundred customers in the northern sector.
Line 2 advances from time to affected places. S'ha produït is a pronominal verb meaning “occurred”; it is not a passive with a hidden human agent. The coordination ends with the most socially salient institutions, the school and market.
3. Attribution plus the reportive conditional
Segons fonts de l'ajuntament identifies who supplies the account. Hauria començat is the conditional perfect used reportively: the newsroom attributes an unconfirmed past claim rather than presenting it as independently established.
Segons els primers testimonis, el soroll s'hauria sentit des de diversos barris.
According to the first witnesses, the noise was reportedly heard from several neighborhoods.
This use exists in (journalistic) Catalan, but it is not a magic substitute for sourcing. Style guidance often favors an explicit reporting verb: Fonts de l'ajuntament afirmen que el tall va començar… That version makes responsibility clearer. The text uses both attribution and conditional, so the uncertainty is not left floating.
4. A ser passive foregrounds the unresolved cause
La causa exacta is placed first because it is the topic carried over from the alleged maintenance incident. No ha estat confirmada is a compound ser passive; the participle agrees in feminine singular with causa. The agent phrase per l'empresa distribuïdora matters because confirmation is that company's responsibility.
L'origen de l'avaria encara no ha estat determinat pels tècnics.
The source of the fault has not yet been determined by the technicians.
Però appears parenthetically between commas. It signals that the preceding attribution does not amount to confirmation.
5. Locative hi and an agentless se construction
Hi treballen means that technicians are working on the fault/site. English requires “on it” or “there”; Catalan uses locative or prepositional hi. Des de primera hora combines with the present because the work began earlier and continues now.
Els equips d'emergència hi treballen des de les nou.
Emergency crews have been working there since nine.
S'ha habilitat un espai foregrounds the action and new facility without naming the institution that arranged it. This is passive-like se, common in public information. The singular verb agrees with postverbal un espai.
S'han obert dues sales perquè els veïns puguin carregar els telèfons.
Two rooms have been opened so residents can charge their phones.
6. Reported speech and tense perspective
Ha explicat que… clearly assigns both claims to the school principal. Catalan commonly retains present continuen, funciona when the reported situation is still true at publication time. English may do the same; strict automatic backshift is not required.
La directora ha precisat que cap alumne no ha hagut de tornar a casa.
The principal clarified that no student has had to return home.
The omitted subject before funciona is el menjador, not the director. Readers recover it from the noun phrase immediately before the verb.
7–8. Institutional evidence and a projected endpoint
No consten ferits is an impersonal institutional formula: records contain no known injuries. It is safer than claiming categorically that no injury exists. D'acord amb la policia local provides the evidential source.
A hores d'ara no consten danys estructurals, segons els bombers.
At present, no structural damage has been reported, according to the fire service.
Finally, preveu que… quedarà restablert uses the future indicative because preveure presents a forecast as the company's assessment, not as a desired action. Quedar restablert describes the resulting state. The report ends on the anticipated resolution, completing the information arc.
La companyia calcula que el subministrament tornarà a la normalitat al vespre.
The company estimates that the supply will be back to normal in the evening.
Information structure and register
The report follows an inverted-pyramid pattern: headline consequence; lead scale, place, and time; attributed cause; confirmation status; response; human impact; safety; expected resolution. Later paragraphs can be cut without destroying the core news.
Vocabulary such as subministrament, incidència, habilitar, constar is (journalistic/institutional). In conversation, a resident might say Se n'ha anat la llum i encara no ha tornat. Regional publications may choose locally established institutional names, but the grammar here is general standard Catalan. An editor must not change genuine Valencian institutional wording merely because a Central equivalent is more familiar.

Incorrect or strongly translation-influenced here: the affected inanimate homes do not take personal a, and sense subministrament is the idiomatic news phrasing.
