Why is askerlere (to the soldiers) in the dative case here?
In Turkish causative sentences, the person who is made to do the action gets the dative case (-e/-a) if the main verb already has a direct object. Since the soldiers are being assigned an object (mühimmat) to carry, they take the dative suffix -lere.
If the ammunition is being carried, why doesn't mühimmat have an accusative ending?
Because the final verb form is passive (-ıl). In a passive sentence, the thing receiving the action (the ammunition) becomes the grammatical subject. Therefore, mühimmat stays in its plain form instead of taking the accusative -ı.
