You place คง (or คงจะ) directly before the main verb. The sentence would become: เราคงพยากรณ์ทิศทางเศรษฐกิจไม่ได้ค่ะ. It softens the statement from a hard fact to an educated guess or assumption.
Is พยากรณ์ the usual word for 'to predict'? Can I just use เดา?
เดา means to guess without much evidence. พยากรณ์ is a more formal word meaning to forecast based on data or analysis, which is why it is used for the economy or the weather (พยากรณ์อากาศ).
Why is there no word for 'of' in ทิศทางเศรษฐกิจ (direction of the economy)?
You could include the word ของ (of) and say ทิศทางของเศรษฐกิจ. However, Thai often drops ของ in compound nouns or common phrases to make them sound more concise and professional. The modifying noun (เศรษฐกิจ) simply follows the main noun (ทิศทาง).
I still sometimes mix up where to put ไม่ได้. Why is it at the very end here?
When you mean 'cannot' (indicating a lack of ability or possibility), ไม่ได้ always goes after the verb and its object. If you put ไม่ before the verb (เราไม่พยากรณ์), it changes the meaning to 'We do not forecast' (meaning you choose not to, or it is not your job).
