The Vocabulary of the News
Open any Thai newspaper and a fixed set of state words carries half the text. You already know ข้าราชการ (civil servant) and รัฐบาล (government) — this lesson fills in the family around them:

| State agencies must serve the citizens. | หน่วยงาน ของ รัฐ ต้อง บริการ ประชาชน |
Rule and order
ปกครอง is to govern; ระเบียบ are the regulations; คำสั่ง is an order from above; รัฐธรรมนูญ — the constitution — is the law above every law. ภายใต้ (under) is how the news places one thing under another's power: ภายใต้กฎหมาย, under the law.

Careers and campaigns
Officials ดำรง (hold) positions — ดำรงตำแหน่ง is the fixed chunk. The state ส่งเสริม (promotes) what it wants more of. And every news report names its ที่มา — the origin or source of the story.
