Is På morgonen the standard way to say "in the morning"?

Yes! When talking about a general time of day like this, Swedish uses På plus the definite (the) form of the noun. Morgon is "morning", and adding -en makes it morgonen (the morning).

Why isn't there a word for "to" before sova? Doesn't the English translation say "wants to sleep"?

The verb vill already means "wants to". It is a helper verb, and in Swedish, helper verbs are followed directly by the dictionary form (infinitive) of the next verb. You don't need to add the Swedish word for "to" (att) before sova.

How does the word pojken get its "the" ending?

The base word for "boy" is pojke. To say "the boy", you just add an -n to the end. It doesn't become pojkeen because Swedish drops the extra vowel to make it easier to pronounce.
