Why does the word for waiter end in -а here (официанта)?
The waiter is the direct object—the person receiving the action of being understood. Since официант is a masculine, animate (living) noun, its Accusative case form takes an -а at the end. If the tourist understood an inanimate object like a passport (паспорт), the ending wouldn't change.
Турист is also a living person. Why doesn't it get an -а ending too?
Турист is the subject of the sentence (the one doing the understanding), so it stays in the Nominative (dictionary) case. The special animate rule only changes the word's ending when the living person or animal is the object of the action.
What is the dictionary form of the verb понимает?
