Answering
The answer is jest + the ordinal number in its feminine form — it is the second (hour). For at an hour, use o + the -ej form you know from the days-of-the-week lesson:

Morning or evening?
Everyday Polish uses the twelve-hour clock and adds rano, po południu or wieczorem when it matters:
