Это is a very common way to introduce or point to something, roughly This/That is…. In sentences like Это хороший повод…, это works like a “dummy subject” that sets up an identification: (This) is a good reason….
It’s extremely frequent in Russian and often used even when English might skip this/that.
Because повод (meaning reason/occasion/pretext) is a masculine noun (it ends in a consonant), so the adjective must agree in gender, number, and case:

If the noun were feminine, you’d get хорошая …, and neuter would be хорошее ….
