You place nicht directly before the adjective it negates. The question becomes: Ist das Zimmer nicht heiß?
Why does this sentence start with the verb Ist?
To form a yes/no question in German, you move the verb to the very first position. The regular statement Das Zimmer ist heiß (The room is hot) simply swaps its first two words to become the question Ist das Zimmer heiß? (Is the room hot?).
Why doesn't the adjective heiß have an ending here?
When an adjective comes after the verb (like ist) to describe the subject, it keeps its basic dictionary form. You only add an ending when the adjective is placed directly in front of a noun, like in the phrase ein heißes Zimmer (a hot room).
