Why is the verb lue instead of lukea or lukee?
Lue is the command form (imperative) of the verb lukea (to read). To form a direct command for one person, you take the minä (I) form, which is luen, and drop the -n. Notice how the k disappears because of consonant gradation!
Why are the words for "pages" and "texts" in the partitive plural here?
They are the objects of the action. Because the sentence is talking about an unspecified amount of pages and texts (like saying "Read some pages and texts!"), we use the partitive plural. If it meant "Read all the pages!", we would use a different case.
