To express your impression of a situation, use the impersonal expression به نظر میرسد (it seems) followed by که (that). This is built from the infinitive به نظر رسیدن.

Using the Subjunctive for Doubt
If you want to express uncertainty, or if the expression is negative (به نظر نمیرسد - it does not seem), use the subjunctive in the following clause to reflect that doubt.

Modifying the Expression Itself
Like any verb phrase, به نظر میرسد takes the subjunctive if it follows expressions that require it, such as ممکن است (it is possible). In this case, میرسد becomes برسد.

In casual conversation, به نظر میرسد is typically shortened to به نظر میرسه.
