Vietnamese được phép + action states that the action is authorized: a rule, institution, owner, supervisor, or other legitimate source grants permission. It is the clearest counterpart of formal English be permitted to. Chỉ nhân viên được phép vào means that the rule admits employees and excludes others; it is not a claim that employees are physically capable of entering.
Everyday được + verb can also express permission, but it readily extends to opportunity and favorable experience; Được for Permission and Opportunity develops that broader pattern. Adding phép “permission, authorization” makes the licensing relation explicit. That precision is useful in regulations, notices, workplace instructions, school rules, and careful questions about policy.
Form and authorization source
The usual order is subject + được phép + action predicate. The source of authorization may be stated with a reason, a rule, or a theo... phrase, but it need not appear when everyone knows it.
Khách lưu trú được phép sử dụng phòng tập từ sáu giờ sáng đến mười giờ tối.
Hotel guests are permitted to use the gym from 6 a.m. to 10 p.m.
Theo quy định mới, nhân viên được phép làm việc từ xa hai ngày mỗi tuần.
Under the new policy, employees are permitted to work remotely two days a week.
Bác sĩ cho biết bệnh nhân đã được phép xuất viện.
The doctor said that the patient had been cleared to leave the hospital.
In the last example, medical authority rather than a written rule supplies the permission. English cleared to captures the institutional decision well.
How formal is được phép?
Được phép is neutral to formal. It is natural in speech when speakers genuinely discuss authorization, but heavy when permission is intimate and obvious.
Mẹ ơi, tối nay con được đi chơi với các bạn không?
Mom, may I go out with my friends tonight?
This ordinary family request favors được. Mẹ ơi, con có được phép đi chơi không? is grammatical, but it can sound ceremonious, argumentative, or as though the child is citing a rule.
By contrast, policy talk naturally favors được phép:
Tôi có được phép mang thuốc này qua cửa an ninh không?
Am I permitted to take this medicine through security?
Politeness does not come from formality alone. A respectful question adds an appropriate address term and possibly ạ:
Thưa cô, sinh viên có được phép ghi âm bài giảng không ạ?
Professor, are students permitted to record the lecture?
A decision aid: rule, access, capacity, or skill?
| Form | Best when the issue is... | Example |
|---|---|---|
| biết + verb | learned know-how | biết lái xe — know how to drive |
| có thể + verb | capacity, feasibility, or possibility | có thể lái xe — be able to drive |
| được + verb | informal permission or opportunity | được lái xe — be allowed/get to drive |
| được phép + verb | explicit authorization | được phép lái xe — be formally permitted to drive |
Tôi biết lái xe và có thể lái xe đường dài, nhưng theo hợp đồng, tôi không được phép lái xe của công ty.
I know how to drive and can drive long distances, but under the contract I am not permitted to drive the company car.
The skill and capacity remain intact; only authorization is denied.
The broader modal map
Authorization sits beside—not above—the other kinds of modal meaning.
| Minimal contrast | Interpretation |
|---|---|
| phải đi | going is required |
| cần làm | doing it is needed |
| có thể đến | coming is possible |
| được phép vào | entry is authorized |
| nên nghỉ | resting is advisable |
| chắc là đúng | the proposition is probably right |
Nhân viên phải đeo thẻ, chỉ được phép vào khu kỹ thuật khi có nhiệm vụ, và nên báo trước cho quản lý.
Employees must wear badges, are permitted to enter the technical area only when assigned work there, and should notify the manager in advance.
This sentence grades interpersonal force: phải imposes a duty, được phép defines authorized access, and nên recommends good practice.
Probability and evidential basis require different expressions. Chắc signals confidence, hẳn a strong inference, dường như an appearance, and có lẽ a tentative conclusion.
Dường như khách không được phép đỗ xe ở đây; biển kia chắc là mới được lắp.
It seems visitors are not permitted to park here; that sign was probably installed recently.
Anh ấy hẳn đã được phép truy cập, vì tên anh ấy có trong danh sách; có lẽ hệ thống chưa cập nhật.
He must surely have been authorized to access it because his name is on the list; perhaps the system has not updated yet.
The stance adverbs evaluate evidence for an authorization claim; they do not themselves grant access.
Negative rules and the placement of không
Không được phép + action unambiguously denies authorization. It is common in formal rules and explanations.
Người dưới mười tám tuổi không được phép mua sản phẩm này.
People under eighteen are not permitted to buy this product.
Không được phép chia sẻ dữ liệu cá nhân với bên thứ ba nếu chưa có sự đồng ý.
Personal data may not be shared with a third party without consent.
This second example is (formal) policy language. In a short sign, Vietnamese often chooses the more concise không được, cấm, or a noun phrase such as khu vực cấm hút thuốc. Không được phép is explicit but not mandatory in every prohibition.
Moving không changes its scope. Không được phép vào means entry is unauthorized. Được phép không tham gia means nonparticipation itself is authorized.
Nhân viên không được phép tham gia cuộc họp này.
Employees are not permitted to attend this meeting.
Nhân viên được phép không tham gia nếu không liên quan đến dự án.
Employees are allowed not to attend if they are not involved in the project.
The two rules have opposite practical effects. English speakers often miss this because not allowed to attend and allowed not to attend differ by only one small word.
Time, aspect, and authorization versus action
Đã được phép + verb says that permission has already been granted. It does not necessarily say that the authorized action occurred. Sẽ được phép + verb predicts a later authorization. Chưa được phép + verb says approval is not yet in place.
Dự án đã được phép khởi công, nhưng nhà thầu chưa bắt đầu xây dựng.
The project has been authorized to begin, but the contractor has not started construction.
Sau khi xác minh danh tính, người dùng sẽ được phép đổi số điện thoại.
After identity verification, users will be permitted to change their phone number.
Hiện tại phóng viên chưa được phép vào khu vực này.
At present, reporters are not yet permitted to enter this area.
The last sentence leaves open whether authorization will come later. By contrast, phóng viên không được phép vào states a prohibition without that “not yet” expectation.
A dialogue about policy rather than physical possibility
Khách: Tôi có thể vào phòng đọc bây giờ không?
Thủ thư: Phòng đang mở, nhưng chỉ thành viên mới được phép vào sau sáu giờ.
Khách: Tôi vừa đăng ký thành viên. Vậy tôi được vào chứ ạ?
Thủ thư: Dạ được. Anh cần quét thẻ ở cửa và không được mang đồ ăn vào.
The guest begins with a broadly phrased có thể question. The librarian answers at the policy level with được phép. Once eligibility is established, the lighter được vào and Dạ được naturally grant access. Cần gives a procedural requirement, while không được states a concise prohibition.
Common Mistakes
1. Using có thể for a formal authorization rule.
❌ Chỉ người có thẻ có thể vào phòng máy chủ.
Ambiguous for a rule: it can imply that cardholders are merely able to enter.
✅ Chỉ người có thẻ mới được phép vào phòng máy chủ.
Only cardholders are permitted to enter the server room.
Mới reinforces the exclusive condition; được phép identifies authorization.
2. Using được phép for an ordinary fortunate opportunity.
❌ Hè vừa rồi tôi được phép gặp lại người bạn cũ sau mười năm.
Odd unless an authority actually authorized the meeting.
✅ Hè vừa rồi tôi được gặp lại người bạn cũ sau mười năm.
Last summer I got to see an old friend again after ten years.
Plain được presents the meeting as a valued opportunity.
3. Reversing negative scope.
❌ Sinh viên được phép không dùng điện thoại trong giờ học.
Wrong for a phone ban: this means students are allowed not to use their phones.
✅ Sinh viên không được phép dùng điện thoại trong giờ học.
Students are not permitted to use phones during class.
4. Assuming authorization proves completion.
❌ Dự án đã được phép triển khai, vì vậy dự án đã hoàn thành.
Faulty inference: authorization to proceed does not mean the project is complete.
✅ Dự án đã được phép triển khai, nhưng công việc chưa bắt đầu.
The project has been authorized to proceed, but work has not begun.
