semua versus seluruh in Malaysian Malay

Semua and seluruh can both correspond to English all, but they organize totality differently. Semua includes every member of a set or the complete relevant amount—semua pelajar, semua air—whereas seluruh covers one entity or domain across its whole extent—seluruh sekolah, seluruh tubuh.

Semua pelajar sudah menyerahkan tugasan mereka.

All the students have submitted their assignments.

Bekalan elektrik terputus di seluruh sekolah.

The electricity supply was cut off throughout the whole school.

Both forms are neutral in Standard Malaysian Malay and occur in conversation, news, and formal writing. The choice is semantic: are you including the members or amount in a set, or tracing total coverage across a unified whole?

semua includes every member

Before a count noun, semua says that no member of the contextually relevant set is excluded. Semua pelajar means all the relevant students, semua kerusi means all the relevant chairs, and semua cadangan means all the relevant proposals. The noun normally remains unreduplicated because semua already supplies total plurality.

Semua kerusi di bilik mesyuarat itu sudah digunakan.

All the chairs in that meeting room are occupied.

Pengurus meneliti semua cadangan sebelum membuat keputusan.

The manager examined all the proposals before making a decision.

Semua tetamu dijemput makan selepas majlis selesai.

All the guests were invited to eat after the ceremony ended.

The set is supplied by context or by a following modifier. Semua tetamu may mean every guest at the event currently under discussion, not every guest anywhere. Semua tetamu yang bermalam di hotel ini narrows the membership explicitly. Malay does not require an article equivalent to English the after semua.

As a pronoun, semua can stand without an overt following noun when the members are recoverable: Semua sudah bersedia “Everyone/everything is ready.” After a pronoun, it makes the group total explicit: kamu semua “all of you” (neutral/informal), mereka semua “all of them.” This post-pronominal pattern does not reverse the normal order inside semua pelajar.

Mereka semua sudah sampai, jadi kita boleh bermula.

They have all arrived, so we can begin.

semua can include a complete amount

Semua also combines with a mass noun to include the complete contextually relevant amount. Semua air di dalam tangki means all the water in the tank; it does not divide the water into countable members. The shared logic is exhaustivity: none of the relevant quantity remains outside the assertion.

Semua air di dalam botol itu tertumpah.

All the water in that bottle spilled.

Kami menggunakan semua tepung yang tinggal untuk membuat roti.

We used all the flour that was left to make bread.

With mass nouns, an identifying phrase is often useful because semua air without context could sound extremely broad. Semua air dalam baldi ini supplies a bounded amount. This is comparable to English all the water, but Malay does not insert a separate definite article.

The phrase can also cover abstract material: semua maklumat “all the information,” semua bukti “all the evidence,” semua masa yang ada “all the time available.” Whether the noun is grammatically countable is less important than whether the speaker can construe a complete relevant inventory or quantity.

seluruh covers one whole extent

Seluruh presents its complement as a unified whole and says that the relevant state or event extends throughout it. Typical complements are places, institutions, bodies, periods, populations construed as one domain, and fields of activity: seluruh negara, seluruh sekolah, seluruh tubuh, seluruh dunia.

Berita itu tersebar ke seluruh negara dalam masa beberapa jam.

The news spread throughout the whole country within a few hours.

Selepas bersenam, seluruh tubuh saya terasa lenguh.

After exercising, my whole body felt sore.

Seluruh pejabat terdiam apabila keputusan itu diumumkan.

The whole office fell silent when the decision was announced.

In seluruh pejabat, “office” can be construed metonymically as the institution or its people acting as one body. The sentence does not count each employee in turn; it paints a total scene. Likewise, seluruh sekolah can mean the entire premises, the institution, or the school community, depending on the predicate. Kami mengecat seluruh sekolah covers the premises; seluruh sekolah meraikan kemenangan itu personifies the institution as a community.

English often uses whole, entire, throughout, or all over for this meaning. Malay seluruh may occur directly before the noun or inside a prepositional phrase such as di seluruh bandar “throughout the city” and ke seluruh negara “across the whole country.”

Members versus the whole domain

The contrast is clearest when either construal is possible:

Asap memenuhi seluruh bangunan dalam beberapa minit.

Smoke filled the entire building within a few minutes.

Semua sekolah di daerah ini ditutup means that every school in the district was closed. Seluruh sekolah itu ditutup untuk kerja pembaikan means that one identified school was closed in its entirety, perhaps rather than only one wing. The noun alone does not force the choice; the intended partition does.

Position and scope

In their ordinary determiner use, both forms precede the noun: semua dokumen, seluruh kawasan. A following modifier limits the domain: semua dokumen yang bertanda sulit, seluruh kawasan perumahan itu. The final demonstrative identifies the complete phrase.

Semua dokumen sulit itu disimpan di dalam peti besi.

All those confidential documents are kept in the safe.

Seluruh kawasan perumahan itu terjejas akibat banjir.

That entire residential area was affected by the flood.

With human pronouns, semua follows: kita semua, anda semua, mereka semua. In public address, tuan-tuan dan puan-puan sekalian is another conventional totalizing expression (formal). Seluruh does not normally follow a pronoun: use kita semua, not kita seluruh.

Do not confuse seluruh with keseluruhan, the derived noun “the entirety / overall total.” Secara keseluruhan means “overall” (formal), and keseluruhan kos means “the total cost” (formal). That derivation belongs to noun formation; for the determiner contrast, retain semua versus seluruh.

Collective readings are not individual distributivity

Neither form automatically states how an action is distributed internally. Semua pelajar mengangkat meja itu can mean that all the students jointly lifted one table. If each student lifted a separate table, setiap pelajar mengangkat sebuah meja is clearer; see setiap, tiap, and tiap-tiap for that item-by-item perspective. Seluruh pasukan memikul tanggungjawab itu treats the team as one collective bearer of responsibility.

Seluruh pasukan berkongsi tanggungjawab atas keputusan tersebut.

The entire team shares responsibility for that decision.

This is why replacing semua with seluruh before separate individuals changes the perspective. Seluruh is natural with collective nouns such as pasukan, keluarga, and masyarakat when they are viewed as one whole. With a member-denoting noun such as penduduk, careful Malaysian usage normally prefers semua penduduk; recast with seluruh masyarakat setempat if the intended focus is the community as a totality. Likewise, Standard Malaysian Malay prefers semua pelajar, not seluruh pelajar, unless a marked collective construal is explicitly built through a noun such as seluruh kelompok pelajar itu “that entire group of students.”

Common Mistakes

1. Using seluruh for separate individual members

❌ Seluruh pelajar perlu membawa pensel masing-masing.

Nonstandard for ordinary individual membership — pelajar are being handled one by one.

✅ Semua pelajar perlu membawa pensel masing-masing.

All students need to bring their own pencils.

2. Reduplicating after semua

❌ Semua pekerja-pekerja sudah pulang.

Incorrect for simple total membership — semua already supplies plurality.

✅ Semua pekerja sudah pulang.

All the workers have gone home.

3. Using semua for holistic spatial coverage

❌ Asap memenuhi semua bangunan itu.

This means the smoke filled all those separate buildings, not one entire building.

✅ Asap memenuhi seluruh bangunan itu.

Smoke filled that entire building.

4. Treating semua as distributive assignment

❌ Semua setiap peserta diberi nombor yang berbeza.

Incorrect — semua and setiap cannot be stacked as competing quantifiers before one noun.

✅ Setiap peserta diberi nombor yang berbeza.

Each participant is given a different number.

5. Putting seluruh after a personal pronoun

❌ Mereka seluruh bersetuju dengan cadangan itu.

Incorrect — use post-pronominal semua for ‘all of them.’

✅ Mereka semua bersetuju dengan cadangan itu.

They all agreed with the proposal.
