Exhaustive variety, not just complete membership
Compare semua masalah dalam laporan itu with segala macam masalah. The first expression points to every member of a bounded, identifiable set: the problems listed in the report. The second evokes problems of many possible kinds and suggests that the variety itself is remarkable.

If a manager asks whether every document on a desk has been signed, semua dokumen is exact. Abstract complements are especially natural

Some combinations are semantically odd because the noun does not offer a meaningful range. Segala meja is possible only in an unusual rhetorical context that imagines tables of every sort; ordinary “all the tables in the room” is semua meja di dalam bilik. The issue is not countability alone. It is whether the sentence invokes varieties or exhaustive possibilities rather than members of a bounded set.
segala sesuatu and segala macam
Segala sesuatu means “everything / every single thing” and is used in careful or reflective prose (formal/literary). Sesuatu by itself means “something”; after segala, the phrase expands over everything relevant. In everyday Malaysian speech, semuanya or segala-galanya is often more idiomatic when no following specification is needed.

These expressions should not be transferred unchanged into a casual conversation about routine matters.
Rhetorical sweep may also deliberately exaggerate. Saya sudah cari di segala tempat “I've looked everywhere” is emphatic, though neutral Malaysian speech more often uses di merata-rata tempat or di mana-mana depending on meaning. A good reference must acknowledge that grammatical possibility does not guarantee the most idiomatic everyday choice.
Scope and following modifiers
A relative clause or other modifier can narrow the broad domain: segala maklumat yang berkaitan “all information that is relevant,” segala cara yang sah “every lawful means.” The quantifier still evokes breadth, but only inside the restriction.
