Indonesian can begin a transitive clause with the actor or with the patient, but the alternatives are not free rearrangements. Actor-voice meN-, passive di-, and object voice each license a particular order. The verb form and the actor's position work together to show which participant is the clause's grammatical starting point.
The three core templates

The real-world participants may be identical, but the voice construction decides their grammatical prominence and surface order.
Actor voice: actor before meN-
Neutral actor voice starts with the actor subject. A meN- predicate follows, then its object.
Petugas memeriksa paspor setiap penumpang.
The officer checks every passenger's passport.
Ibu membeli sayuran di pasar pagi.
Mother buys vegetables at the morning market.
Kami mengirim laporan itu kepada direktur.
We send that report to the director.
Anak-anak sedang membersihkan ruang kelas.
The children are cleaning the classroom.
Doni tidak membawa kartu identitasnya.
Doni did not bring his identity card.
Aspect, modality, and negation appear before the predicate: sedang membersihkan, akan mengirim, tidak membawa. The actor remains before the predicate group.
This is the natural baseline when the actor is new, important, or continues as topic. Full actor-voice morphology belongs to the meN- overview.
di- passive: patient subject before the verb
In a di- passive, the patient becomes the clause subject and normally appears before the attached di- verb. The actor follows the verb or is omitted.
Paspor setiap penumpang diperiksa petugas di pintu masuk.
The officer checks every passenger's passport at the entrance.
Sayuran itu dibeli ibu saya di pasar pagi.
My mother bought those vegetables at the morning market.
Laporan tersebut dikirim kepada direktur sebelum siang.
That report was sent to the director before noon.
Ruang kelas sedang dibersihkan anak-anak.
The children are cleaning the classroom.
Kartu identitasnya tidak dibawa Doni.
Doni did not bring his identity card.
The postverbal actor can follow directly when it is short and clear. Oleh is optional in many eventive passives and becomes useful with long, heavy, coordinated, or contrastive agents.
Proposal itu diperiksa oleh kepala bagian keuangan.
The proposal is reviewed by the head of the finance department.
Jembatan tersebut dibangun oleh pemerintah daerah dan dua perusahaan swasta.
The bridge was built by the regional government and two private companies. (formal)
Surat itu ditandatangani oleh Rina, bukan oleh Dodi.
The letter was signed by Rina, not by Dodi.
Write dibaca, diperiksa, and ditandatangani solid. Locative di remains separate in di pasar or di kantor.
Object voice: patient first, pronoun actor before the base
Object voice is especially common with first- and second-person pronominal actors. The patient comes first, the actor pronoun immediately precedes the verb, and actor-voice meN- disappears.
Dokumen itu saya baca sebelum menandatanganinya.
I read that document before signing it.
Kunci cadangan ini kamu simpan di mana?
Where do you keep this spare key?
Masalah tersebut harus kita bahas bersama.
We must discuss that issue together.
Pesanan ini belum kami terima sampai sekarang.
We have not received this order yet.
Undangannya akan mereka kirim minggu depan.
They will send the invitations next week.
The core sequence is patient + marker + actor + base:

The pronominal actor and verb form a tight unit: saya baca, kita bahas, kami terima. Do not put meN- on the verb in this frame.
Agent position is a grammatical diagnostic
Compare where Rina appears:
Rina menulis catatan itu tadi malam.
Rina wrote that note last night.
Catatan itu ditulis Rina tadi malam.
That note was written by Rina last night.
Catatan itu saya tulis tadi malam.
I wrote that note last night.
Before menulis, Rina is actor-voice subject. After ditulis, Rina is a passive agent. Immediately before bare tulis, saya is an object-voice actor. Surface position is therefore evidence for voice, not an optional stylistic shuffle.
What can be omitted
A di- passive often omits an unknown or irrelevant actor. Object voice normally retains its pronominal actor because that pronoun identifies who performs the event.
Pintu utama sudah dikunci.
The main door has already been locked.
Semua formulir akan diperiksa besok.
All forms will be checked tomorrow.
Buku itu sudah saya kembalikan.
I have already returned that book.
Suratnya belum kami jawab.
We have not yet answered the letter.
Omitting the actor in the first two leaves a complete passive. Removing saya/kami from the latter two changes the structure and can produce a bare imperative-like or context-dependent clause.
Discourse choice, briefly
Actor voice keeps the narrative centered on the doer. Patient-first voices maintain a patient already under discussion or avoid making the actor the subject.
Rina membuka kotak itu lalu memeriksa isinya.
Rina opens the box and then checks its contents.
Kotak itu dibuka, lalu isinya diperiksa.
The box is opened, and then its contents are checked.
Kotak itu sudah saya buka; isinya masih lengkap.
I have opened that box; its contents are still complete.
These are coherent discourse sequences, not interchangeable word salads. Full voice choice is treated on the voice-system argument page.
Common Mistakes
Retaining meN- in object voice
❌ Buku itu saya membaca kemarin.
Incorrect object voice — after preverbal saya, use the bare base baca.
✅ Buku itu saya baca kemarin.
I read that book yesterday.
Moving the patient without changing voice
❌ Laporan itu Rina mengirim kepada manajer.
Incorrect neutral structure — patient-first order is not licensed by actor-voice mengirim.
✅ Rina mengirim laporan itu kepada manajer.
Rina sends that report to the manager.
Putting the passive actor before di-
❌ Majalah itu Sari dibaca di ruang tunggu.
Incorrect passive order — the actor follows the di- verb.
✅ Majalah itu dibaca Sari di ruang tunggu.
Sari read that magazine in the waiting room.
Separating passive di-
❌ Dokumen itu di periksa oleh petugas.
Incorrect spelling — passive di- attaches to the verb.
✅ Dokumen itu diperiksa oleh petugas.

Putting the aspect marker inside the actor-verb unit
❌ Surat itu saya sudah kirim kemarin.
Incorrect neutral object-voice order — sudah precedes the pronominal actor.
✅ Surat itu sudah saya kirim kemarin.
I sent that letter yesterday.
