Indonesian -i verbs do not conjugate for tense. Separate preverbal particles build completion, progression, prospect, possibility, negation, and prohibition around an unchanged voice form: sudah mengisi, sedang mendatangi, akan mengirimi, bisa menandai, tidak mengisi, belum mendatangi. The challenge is therefore particle scope and lexical compatibility, not changing the suffix.
This page assumes the forms and object frames introduced in the -i overview. It covers actor voice, di- passive, and pronoun-agent object voice without reteaching their complete argument systems.
The basic particle position
In a neutral actor-voice clause, the template is:

He/She has already filled out the travel form.
Petugas sedang mendatangi rumah warga satu per satu.
The officers are visiting residents' homes one by one.
Saya akan mengirimi teman saya surat balasan besok.
I will send my friend a reply letter tomorrow.
Editor bisa menandai halaman itu setelah rapat.
The editor can mark that page after the meeting.
Dia tidak mengisi formulir cadangan.
He/She does not fill out the backup form.
Petugas belum mendatangi rumah di ujung gang.
The officer has not yet visited the house at the end of the alley.
Jangan menandai halaman yang sudah disetujui.
Do not mark pages that have already been approved.
The particles are separate words. MeN- and di- remain attached prefixes, and -i remains attached at the right edge where visible.
Sudah: event realized before a reference point
Sudah presents an event or relevant result as realized. Context supplies its time reference.
Nadia sudah mengisi formulir sebelum loket dibuka.
Nadia had already filled out the form before the counter opened.
Tim kami sudah mendatangi enam rumah sejak pagi.
Our team has visited six houses since this morning.
Saya sudah mengirimi Dimas dua surat, tetapi belum menerima jawaban.
I have sent Dimas two letters but have not received a reply.
Penyunting sudah menandai semua halaman yang perlu direvisi.
The editor has marked all pages that need revision.
The plurality in enam rumah, dua surat, and semua halaman may create a repeated or exhaustive interpretation. Sudah merely says the bounded series is realized; it does not itself create the distributive meaning.
Sedang requires an unfolding event
The four central frames are dynamic and can normally be viewed in progress, though context affects the precise reading.
Saya sedang mengisi formulir, jadi telepon lagi lima menit nanti.
I am filling out a form, so call again in five minutes.
Tim kesehatan sedang mendatangi rumah-rumah di daerah utara.
The health team is visiting homes in the northern area.
Bagian administrasi sedang mengirimi pelanggan surat konfirmasi.
The administration office is sending customers confirmation letters.
Editor sedang menandai halaman yang memuat istilah teknis.
The editor is marking pages containing technical terms.
With mendatangi and mengirimi, the progressive may cover an unfolding single event or a series currently under way. The object and context decide.
Lexicalized stative -i verbs behave differently. Stable possession and knowledge do not ordinarily take neutral progressive sedang.
Perusahaan itu memiliki tiga gudang di Surabaya.
That company owns three warehouses in Surabaya.
Kami sudah mengetahui sumber kesalahan tersebut.
We already know the source of that error. (formal)
Sedang memiliki tiga gudang is odd as a neutral statement of ownership, and sedang mengetahui does not normally mean “is knowing.” Indonesian may use mulai memiliki “begin to own/acquire” or mulai mengetahui “begin to find out” when change is intended.
Perusahaan itu mulai memiliki jaringan distribusi sendiri.
The company is beginning to have its own distribution network.
Kami mulai mengetahui penyebab gangguan setelah memeriksa log.
We are beginning to learn the cause of the disruption after checking the logs.
Akan: prospective event, unchanged verb
Akan places the event after the reference point or presents it as planned.
Besok saya akan mengisi formulir perpanjangan izin.
Tomorrow I will fill out the permit-renewal form.
Tim verifikasi akan mendatangi rumah pemohon pada hari Kamis.
The verification team will visit the applicant's house on Thursday.
Kami akan mengirimi setiap peserta sertifikat digital.
We will send every participant a digital certificate.
Pemeriksa akan menandai berkas yang belum lengkap.
The reviewer will mark files that are not yet complete.
Mengisi, mendatangi, mengirimi, and menandai retain exactly the same forms they have after sudah or sedang.
Bisa: ability, possibility, or permission
Bisa can describe an actor's capacity, practical possibility, or permission supplied by context.
Kamu bisa mengisi formulir itu lewat ponsel.
You can fill out that form on a phone.
Kurir tidak bisa mendatangi rumah itu karena jalannya tertutup.
The courier cannot visit that house because the road is closed.
Kami bisa mengirimi Anda salinan baru tanpa biaya.
We can send you a new copy free of charge.
Editor boleh menandai halaman ini, tetapi tidak boleh mengubah teksnya.
The editor may mark this page but may not change its text.
In passive voice, bisa often profiles practical possibility for the target:
Formulir ini bisa diisi tanpa membuat akun.
This form can be filled out without creating an account.
Alamat tersebut tidak bisa didatangi saat air pasang.
That address cannot be reached/visited at high tide.
Pelanggan bisa dikirimi kode pengganti melalui surel.
The customer can be sent a replacement code by email.
The di-...-i verb is one word; the modal is separate.
Tidak and belum: denial versus nonrealization
Tidak denies the event, habit, ability, or state. Belum says that the expected event is not realized up to the reference point.
Rani tidak mengisi formulir karena pendaftarannya dibatalkan.
Rani did not fill out the form because her registration was canceled.
Rani belum mengisi formulir karena masih mencari nomor paspor.
Rani has not filled out the form yet because she is still looking for her passport number.
Petugas tidak mendatangi rumah itu setelah menerima alamat baru.
The officer did not visit that house after receiving the new address.
Petugas belum mendatangi rumah itu karena hujan deras.
The officer has not visited that house yet because of heavy rain.
Saya tidak mengirimi semua teman surat tahun ini.
I did not send all my friends letters this year.
Saya belum mengirimi Tono surat balasan.
I have not yet sent Tono a reply letter.
With a quantified target, negation can be scope-ambiguous. Saya tidak mengirimi semua teman surat commonly means “I did not send letters to all my friends” rather than “I sent letters to none of them.” To deny every recipient unambiguously, say Saya tidak mengirimi satu pun teman surat.
Saya tidak mengirimi satu pun teman surat selama perjalanan itu.
I did not send a single friend a letter during that trip.
Particle order changes scope
Pelanggan itu belum bisa dikirimi kode baru karena akunnya terkunci.
That customer cannot yet be sent a new code because the account is locked.
Halaman itu sudah tidak ditandai lagi dalam edisi terbaru.
That page is no longer marked in the latest edition.
Tim itu tidak sedang mendatangi rumah warga; mereka sedang memeriksa data.
The team is not currently visiting residents' homes; they are checking data.
Bagian catatan bisa tidak diisi jika pemohon tidak memiliki informasi tambahan.
The notes section may be left unfilled if the applicant has no additional information.
In belum bisa, nonavailability holds up to now. Sudah tidak ... lagi presents a change into nonoccurrence. Tidak sedang denies an ongoing event. In bisa tidak diisi, the modal scopes over a negative passive: leaving it unfilled is permitted. Compare tidak bisa diisi “cannot be filled out.”
Jangan in actor and patient-oriented prohibitions
Jangan precedes the predicate. Actor voice is natural when addressing the actor directly.
Jangan mengisi formulir ini dengan pensil.
Do not fill out this form in pencil.
Jangan mendatangi rumah itu tanpa pendamping.
Do not visit that house without a companion.
Jangan mengirimi pelanggan berkas yang belum diperiksa.
Do not send customers files that have not been checked.
Patient-oriented prohibitions are natural when a target is already the topic or the actor is generic.
Formulir ini jangan diisi sebelum petugas memberi instruksi.
Do not fill out this form before an officer gives instructions.
Pelanggan tersebut jangan dikirimi pesan promosi lagi.
Do not send that customer any more promotional messages.
Do not move jangan between prefix and base. Di-jangan-isi is not an Indonesian verb form.
Control with ingin and mau
Volitional predicates require an understood controller—the person who wants or intends the action. Actor voice states it clearly.
Rina ingin mengisi formulir itu malam ini.
Rina wants to fill out that form tonight.
Kami mau mendatangi rumah itu setelah magrib.
We want/intend to visit that house after sunset. (informal)
Object voice can keep the target topical while placing the pronominal controller before the bare stem.
Formulir itu ingin saya isi malam ini.
That form, I want to fill out tonight.
Rumah itu mau kami datangi setelah magrib.
That house, we intend to visit after sunset. (informal)
A di- clause may obscure the controller. Formulir itu ingin diisi Rina can suggest either that Rina wants to fill it or, under personification, that the form “wants” to be filled. Use actor or object voice when controller identity matters.
Formulir itu ingin diisi Rina sebelum loket tutup.
Rina wants to fill out the form before the counter closes; alternatively, the form ‘wants’ to be filled by Rina. (structurally ambiguous)
Bukan is for correction, not ordinary verbal negation
Use tidak or belum for ordinary event negation. Bukan is possible in explicit correction.
Dia tidak mengisi formulir itu kemarin.
He/She did not fill out that form yesterday.
Yang dia lakukan bukan mengisi formulir, melainkan membatalkan pendaftarannya.
What he/she did was not fill out the form but cancel the registration. (explicit contrast)
The second sentence contrasts one activity against another. It does not make bukan the default negator for mengisi.
Common Mistakes
Moving sudah after the verb
❌ Rina mengisi sudah formulir pendaftaran.
Incorrect neutral order — sudah precedes the complete predicate.
✅ Rina sudah mengisi formulir pendaftaran sebelum siang.
Rina had filled out the registration form before noon.
Detaching the suffix after a modal
❌ Kami akan mengirim i pelanggan surat baru.
Incorrect spelling — -i remains attached to the derived stem.
✅ Kami akan mengirimi pelanggan surat baru.
We will send customers a new letter.
Using bukan for simple verbal negation
❌ Petugas bukan mendatangi rumah itu kemarin.
Incorrect as a simple denial — use tidak.
✅ Petugas tidak mendatangi rumah itu kemarin.
The officer did not visit that house yesterday.
Confusing tidak bisa and bisa tidak
❌ “Bagian ini tidak bisa diisi” berarti bahwa pemohon boleh membiarkannya kosong.
Incorrect interpretation — tidak bisa diisi means filling it is impossible.
✅ Bagian ini bisa tidak diisi jika tidak relevan.
This section may be left blank if it is not relevant.
Forcing sedang onto stable possession
❌ Perusahaan itu sedang memiliki tiga gudang sejak dua puluh tahun lalu.
Aspectual mismatch — established long-term ownership is not an unfolding event.
✅ Perusahaan itu sudah memiliki tiga gudang selama dua puluh tahun.
The company has owned three warehouses for twenty years.
