These are not semantically empty. The actor is βany visitor, worker, or user to whom this notice applies.β Naming kamu would make a public rule sound like a reprimand directed at one person.

Orang for people in general
Orang can serve as a generic human subject. It makes the generalization explicitly about people without directly addressing the listener.
