The first action is required by procedure; the second is prudent advice.
Clause position and information flow
Sebaiknya can precede the subject or follow it. Initial position frames the whole clause as advice; subject-medial position keeps the subject as the starting topic.

Unlike some English stance adverbs, bare sebaiknya is not normally placed at the end of its clause. For clear neutral Indonesian, use initial or subject-medial position.

An overt subject identifies who should act.

Medical context can make advice urgent. Still, sebaiknya linguistically presents the action as recommended. A categorical safety ban uses tidak boleh; a clinical requirement uses harus.

Tim sebaiknya menguji fitur baru sebelum peluncuran.
The team should test the new feature before launch.

Advice can threaten another person's autonomy. Mungkin sebaiknya frames it as one possible recommendation rather than the only acceptable course.

Ada baiknya is a softer alternative meaning “it would be good.” Kalau bisa “if possible” also lowers pressure.

Stacking too many softeners can sound hesitant. Choose the amount of interpersonal caution appropriate to the relationship and stakes.

Put the person seeking guidance before sebaiknya, or begin with a question word.

Negation: sebaiknya tidak and sebaiknya jangan
Sebaiknya tidak + predicate recommends that a proposition not hold or an action not occur. It is common in careful advice.
Kamu sebaiknya tidak membalas pesan itu saat sedang marah.
You should not reply to that message while angry.
Perusahaan sebaiknya tidak menyimpan data lebih lama dari yang diperlukan.
The company should not retain data longer than necessary. (formal)
Sebaiknya jangan + predicate makes the negative directive more directly addressee-oriented and is common in speech.
Sebaiknya jangan parkir di bawah pohon itu saat angin kencang.
You had better not park under that tree when the wind is strong.
Kalau belum yakin, sebaiknya jangan menandatangani dokumen itu dulu.

Tidak sebaiknya + predicate also occurs and can mean “it would not be advisable to,” especially in deliberative questions such as Apakah tidak sebaiknya kita menunggu? For the clearest neutral recommendation against an action, however, sebaiknya tidak + predicate keeps the stance marker outside the negative proposition.
Sebaiknya versus semestinya
Sebaiknya recommends the better option. Semestinya measures reality against an expected norm and often sounds corrective.
Sebaiknya kamu menelepon sebelum datang.
You should call before coming. (recommendation)
Kamu semestinya menelepon sebelum datang tadi pagi.
You should have called before coming this morning. (corrective)
The distinction is a tendency, not a tense contrast. Time comes from tadi pagi, and either stance marker can refer to present or future contexts.
Common Mistakes
1. Translating every should with harus
❌ Menurut saya, kamu harus mencoba kafe baru di sudut jalan itu.
Too forceful for the intended friendly recommendation—there is no obligation.
✅ Menurut saya, sebaiknya kamu mencoba kafe baru di sudut jalan itu.
In my opinion, you should try the new café on the corner.
2. Separating the grammaticalized form
❌ Kita se baik nya berangkat lebih awal.
Incorrect spelling—sebaiknya is one word.
✅ Kita sebaiknya berangkat lebih awal.
We should leave earlier.
3. Putting tidak after the predicate
❌ Kamu sebaiknya membaca tidak pesan itu sekarang.
Incorrect order—tidak precedes the predicate it negates.

4. Treating advice as formal permission

5. Leaving the advised person ambiguous
