Refusing Without Sounding Abrupt

An Indonesian refusal commonly does face work before delivering the negative outcome. Speakers thank someone for an offer, apologize, acknowledge its value, state a limit as inability, give a concise reason, postpone, or offer a smaller alternative. A bare tidak is grammatically complete, but in a relationship-sensitive exchange it can sound as if only the proposition matters and the other person does not.

This page explains refusal design across food, invitations, favors, and business proposals. It does not catalog every regional formula or reteach basic negation and clause formation.

The common refusal path

A well-calibrated refusal often contains two or three moves, not necessarily all five:

Untuk saat ini kami belum dapat menerima usul tersebut, tetapi kami terbuka untuk membahas versi yang lebih kecil.

For now, we cannot accept that proposal, but we are open to discussing a smaller version. (formal)

The point is not to hide the answer indefinitely. Relationship work should precede or surround a clear negative outcome, so the listener can plan.

A tactful refusal is not a vague refusal. State the answer clearly enough to prevent the other person from waiting, buying tickets, or doing additional work unnecessarily.

Maaf frames the social cost

Maaf can introduce an ordinary spoken refusal. Mohon maaf is more formal or deferential and often appears in service and institutional messages. It expresses regret; it does not itself say no, so the limit must follow.

Maaf, akhir pekan ini saya sudah ada acara keluarga.

I’m sorry, I already have a family commitment this weekend.

Mohon maaf, permintaan pengembalian dana itu belum dapat kami setujui.

We apologize, but we are not yet able to approve that refund request. (formal)

Maaf, saya tidak bisa menjaga anak-anak besok malam.

I’m sorry, I can’t look after the children tomorrow night.

Maaf sekali, Bu, saya harus menolak karena jadwalnya berbenturan dengan ujian.

I’m very sorry, ma’am, but I have to decline because it conflicts with an exam.

An apology may be followed by tetapi/tapi, but it need not be. Maaf, saya belum bisa... is already a complete and natural sequence.

Negative ability softens agency

Tidak bisa and formal tidak dapat present the refusal as a constraint on ability or circumstances rather than a blunt lack of desire. Belum bisa/belum dapat makes the limit less final: “not able to at present.” This is a conventional softening strategy, not necessarily a promise that the answer will become yes. The bisa guide develops literal ability and contextual possibility beyond refusals.

Saya belum bisa memberikan jawaban sebelum berbicara dengan tim.

I can’t give an answer yet before speaking with the team.

Kami tidak dapat menghadiri pertemuan pada tanggal tersebut.

We are unable to attend the meeting on that date. (formal)

Aku nggak bisa ikut besok; harus menjaga adik.

I can’t come tomorrow; I have to look after my younger sibling. (informal)

Untuk proyek sebesar itu, kami belum bisa berkomitmen tahun ini.

For a project of that size, we can’t commit this year.

Because belum leaves a temporal door open, add a boundary when needed: tahun ini, untuk saat ini, or sebelum anggaran disetujui. Do not use it to create false hope if future acceptance is impossible.

Postponement and “not for now”

Tidak dulu declines an offer or action for now. Mungkin lain kali maintains warmth but should be sincere enough not to mislead. A concrete alternative is stronger when one exists.

Kopi tidak dulu, terima kasih; saya baru saja minum dua cangkir.

No coffee for now, thank you; I’ve just had two cups.

Makanan penutupnya tidak dulu, Bu; saya sudah kenyang.

No dessert for now, ma’am; I’m already full.

Malam ini saya tidak bisa, tetapi bagaimana kalau kita bertemu hari Minggu?

I can’t tonight, but how about meeting on Sunday?

Usul itu belum bisa kami jalankan pada tahap pertama; mungkin dapat dipertimbangkan tahun depan.

We cannot implement that proposal in the first phase; it may be considered next year. (formal)

Reasons: enough to explain, not enough to argue

A brief reason presents the refusal as intelligible. Too much detail can sound defensive, invite negotiation over every fact, or expose private information. Put the answer before a long explanation when the listener needs certainty.

Maaf, saya tidak bisa ikut rapat karena harus membawa ibu saya ke dokter.

I’m sorry, I can’t attend the meeting because I have to take my mother to the doctor.

Terima kasih atas tawarannya. Kami menolak karena ketentuan pembayarannya belum sesuai dengan kebijakan perusahaan.

Thank you for the offer. We are declining because the payment terms do not yet comply with company policy. (formal)

Aku tidak ikut dulu, ya; besok harus bangun sangat pagi.

I’ll sit this one out, okay? I have to get up very early tomorrow. (informal)

Mohon maaf, saya tidak dapat membahas perkara itu karena bersifat rahasia.

I’m sorry, I cannot discuss that matter because it is confidential. (formal)

The reason should not turn into blame. Compare “I have another commitment” with “your invitation came too late”; both may be true, but the latter threatens the relationship more directly.

Declining food

Hosts may offer more than once as hospitality. Thank them, give a bodily or practical limit, and keep the appreciation visible.

Terima kasih, Bu, tetapi saya sudah kenyang. Masakannya enak sekali.

Thank you, ma’am, but I’m already full. The food was delicious.

Sedikit saja tidak apa-apa, tetapi saya tidak bisa makan makanan pedas.

A little is fine, but I can’t eat spicy food.

Declining an invitation

Terima kasih banyak sudah mengundang saya. Sayangnya, saya harus bekerja Sabtu malam.

Thank you very much for inviting me. Unfortunately, I have to work Saturday night.

Maaf, kali ini aku nggak ikut. Semoga acaranya seru, ya!

Declining a favor

Maaf, saya belum bisa meminjamkan mobil minggu ini karena sedang diperbaiki.

I’m sorry, I can’t lend you the car this week because it’s being repaired.

Saya tidak bisa menggantikan seluruh giliranmu, tetapi saya bisa datang dua jam lebih awal.

I can’t cover your entire shift, but I can come two hours early.

Declining a business proposal

Terima kasih atas proposal yang telah Anda kirimkan. Setelah mempertimbangkannya, kami tidak dapat menindaklanjuti usulan kerja sama tersebut.

Thank you for the proposal you submitted. After considering it, we are unable to pursue that proposed collaboration. (formal)

In a final rejection, avoid belum if it falsely suggests later review. Kami memutuskan untuk tidak melanjutkan... is firmer and more honest.

Partial agreement before disagreement

Another face-saving design accepts one part of a proposal before rejecting its conclusion. Memang, saya setuju bahwa, or saya memahami grants the point; tetapi/namun marks the limit.

Saya setuju bahwa sistemnya perlu diperbarui, tetapi saya belum setuju dengan jadwal pelaksanaannya.

I agree that the system needs updating, but I don’t yet agree with the implementation schedule.

Saya memahami manfaatnya. Namun, risikonya masih terlalu besar bagi tim kecil kami.

I understand the benefits. However, the risk is still too great for our small team. (formal)

Memang idenya menarik, tapi aku belum mau ikut sekarang.

Partial agreement should be real. Invented praise followed by an inevitable no sounds formulaic; identify the part you genuinely accept.

Common Mistakes

1. Saying tidak alone in a relationship-sensitive exchange

❌ “Mau tambah nasi?” “Tidak.”

Abrupt in an ordinary hospitality exchange.

✅ “Mau tambah nasi?” “Tidak dulu, Bu, terima kasih. Saya sudah kenyang.”

‘Would you like more rice?’ ‘Not for now, ma’am, thank you. I’m already full.’

2. Softening so much that the answer disappears

❌ Mungkin nanti kita lihat lagi, barangkali ada kemungkinan.

Too vague if the invitation must be declined now.

✅ Maaf, saya tidak bisa hadir hari Jumat. Kalau jadwal berubah, saya akan memberi tahu.

I’m sorry, I can’t attend on Friday. If my schedule changes, I’ll let you know.

3. Using belum while intending a permanent final rejection

❌ Kami belum dapat menerima proposal ini, tetapi keputusan tersebut bersifat final dan tidak akan ditinjau kembali.

Contradictory — belum opens a possible later time while the rest closes it permanently.

✅ Kami memutuskan untuk tidak menerima proposal ini dan keputusan tersebut bersifat final.

We have decided not to accept this proposal, and the decision is final. (formal)

4. Giving a reason that blames the inviter

❌ Saya tidak datang karena undanganmu terlalu mendadak dan merepotkan.

Needlessly confrontational in a friendly decline.

✅ Maaf, saya sudah punya rencana lain malam itu, jadi tidak bisa datang.

I’m sorry, I already have other plans that evening, so I can’t come.

5. Offering an alternative you cannot honor

❌ Lain kali saja, padahal saya tidak pernah berniat menerima.

Misleading — lain kali suggests a genuine future opening.

✅ Terima kasih sudah memikirkan saya, tetapi saya harus menolak tawaran ini.

Thank you for thinking of me, but I have to decline this offer.
