Indonesian often forms a formal adverbial phrase with secara + adjective or noun: secara bertahap “gradually/in stages,” secara objektif “objectively,” and secara hukum “legally/from a legal perspective.” Although English frequently translates these phrases with an -ly adverb, secara does not simply manufacture an adverb from any word. It can describe manner or method, but it very often frames the domain from which a claim is valid.

Process and manner with secara
With a process adjective, secara presents the organized way in which an event unfolds. It is especially common in plans, reports, instructions, and institutional communication (formal).
Perubahan sistem akan diterapkan secara bertahap mulai bulan depan.
The system changes will be implemented gradually starting next month.
Data pelanggan diproses secara otomatis setelah formulir dikirim.
Customer data is processed automatically after the form is submitted.
Tim menilai semua proposal secara objektif berdasarkan kriteria yang sama.
The team evaluates all proposals objectively according to the same criteria.
Here bertahap, otomatis, and objektif characterize the process or method. The phrase is written as two words: secara bertahap, never as one attached form. Indonesian adjectives do not acquire an English-style -ly ending.
Secara can occur after the verb phrase or before it. Final position tends to present the event first and its method afterward. Initial position foregrounds the method as the frame for the entire clause.
Secara bertahap perusahaan mengganti semua lampu lama dengan lampu hemat energi.
The company is gradually replacing all the old lights with energy-saving lights.
Perusahaan mengganti semua lampu lama secara bertahap.
The company is replacing all the old lights gradually.
No comma is required merely because the short secara phrase comes first. Indonesian does not automatically copy English introductory-adverb punctuation. A comma may be used to prevent misreading in a long or complex sentence, but it is not part of the construction itself.
Domain and perspective: more than manner
In secara hukum, no action is necessarily being performed “in a legal manner.” Instead, the phrase restricts the truth of the following claim to the legal domain. The same pattern appears with secara ekonomi “economically/from an economic perspective,” secara teknis “technically,” and secara teori “in theory.”
Secara hukum kontrak itu masih berlaku sampai akhir tahun.
Legally, that contract remains valid until the end of the year.
Secara teknis perbaikan itu mungkin dilakukan, tetapi biayanya sangat tinggi.
Technically, that repair is possible, but its cost is very high.
Secara ekonomi kebijakan itu menguntungkan kota besar, bukan daerah terpencil.
From an economic perspective, that policy benefits large cities, not remote regions.
These sentences may be true in one domain and disputed in another. A contract can be secara hukum sah “legally valid” yet secara etis bermasalah “ethically problematic.” The secara phrase tells the listener which body of standards licenses the claim.
Secara hukum keputusan itu sah, tetapi secara etis masih diperdebatkan.
Legally, the decision is valid, but ethically it is still debated.
English technically has a similar domain-restricting use, but English speakers often overlook that this is not ordinary manner. The question is not “How is the decision valid?” in the sense of behavior; it is “Under which standards is it valid?”
This perspective use connects with viewpoint adverbials. Secara pribadi “personally” assigns the viewpoint to the speaker, while secara hukum assigns it to a domain.
Secara plus adjective or noun
The complement may be adjectival, as in secara langsung, secara terbuka, and secara menyeluruh, or nominal, as in secara hukum and secara teori. The useful test is not the school-grammar label of the base but whether the resulting phrase names a recognized manner, method, respect, or domain.
Direktur menjawab pertanyaan wartawan secara terbuka.
The director answered the journalists' questions openly.
Dokter akan menjelaskan hasil pemeriksaan secara langsung kepada keluarga.
The doctor will explain the examination results directly to the family.
Secara teori rencana itu sederhana, tetapi pelaksanaannya rumit.
In theory, the plan is simple, but its implementation is complicated.
Not every adjective combines equally naturally with secara. Established collocations such as secara umum, secara khusus, secara resmi, and secara profesional are frequent. With basic physical manner, a bare adjective or dengan + adjective is usually lighter: berjalan cepat “walk quickly,” berbicara pelan “speak softly,” membaca dengan teliti “read carefully.” Lexical preference matters, and there is no mechanical rule that licenses secara before every property word.
Secara versus dengan
Both words can introduce manner, but their centers of gravity differ. Dengan + adjective or noun phrase presents the quality, instrument, or accompanying circumstance of an event. Secara more readily packages an abstract method, principle, or viewpoint and therefore has a stronger formal association.
Petugas memeriksa tas itu dengan teliti.
The officer inspected the bag carefully.
Komite memeriksa pengaduan itu secara independen.
The committee examined the complaint independently.
The first describes the care used during a physical act. The second invokes independence as an institutional method or principle. Some bases permit either structure with a shift in style, but doubling them is wrong: do not say dengan secara teliti.

A conversational rewrite
Formal prose often sounds unnecessarily bureaucratic in casual conversation. Compare an announcement with an everyday plan:
Penerapan program akan dilakukan secara bertahap selama enam bulan.
The program will be implemented gradually over six months. (formal)
Kita jalankan programnya sedikit demi sedikit selama enam bulan.
We'll roll out the program little by little over six months. (informal)
The rewrite does more than delete secara. It replaces the formal nominal style penerapan akan dilakukan with the direct conversational clause kita jalankan, and it renders secara bertahap as sedikit demi sedikit. Another natural casual option is Kita kerjakan pelan-pelan “We’ll work through it gradually.” Preserve the hyphen in pelan-pelan.

Overusing secara in ordinary speech can make a simple message sound like a report. It is not ungrammatical to use a familiar phrase such as secara langsung in conversation, but choose it because the method or contrast matters, not because English happened to use an adverb.
Orthography and punctuation
Write secara separately from its complement. Standard Indonesian normally uses unaccented Latin spelling: secara hukum, not an accented pedagogical form. Preserve lexical reduplication hyphens in alternatives such as pelan-pelan and kadang-kadang.
Do not add a comma after every initial adverbial by analogy with English. Secara hukum kontrak itu sah is clear without one. Use punctuation according to Indonesian sentence structure and readability, not an English rule attached to the translation “legally.”
