Legal and bureaucratic Hebrew is built to classify cases, allocate duties, and control how one provision interacts with another. Its difficulty comes less from exotic verb forms than from long noun phrases, formulaic prepositions, implicit agents, and words such as לרבות or יראו whose ordinary translation does not reveal their legal function.
This page teaches language, not Israeli law. Statutory wording and legal effects can change; the short quotations below anchor real constructions, while the learner examples are invented. For the layout and etiquette of an official letter, see Official Letters.
Inclusion, Reference, and Override
Legal definitions must say whether a category is narrow or open-ended. לרבות means “including” and normally signals that the following item belongs inside a broader category without exhausting it. The Interpretation Law, for example, defines בכתב with the wording:
“בכתב” — לרבות בכל דרך אחרת של הצגת אותיות, ספרות או סימנים בצורה הנראית לעין או הניתנת לפענוח חזותי.
Here לרבות introduces the prepositional phrase בכל דרך אחרת, “by/in any other means.” The preposition belongs to that phrase, not to לרבות itself: elsewhere לרבות can introduce a bare noun phrase, as in לרבות עובד זמני below. In the statutory definition, the long string after לרבות is a chain of nested noun phrases, not a sequence of new finite clauses.
המונח כולל כל תכתובת, לרבות מסמך שנשלח בדואר אלקטרוני.
hamunákh kolél kol tikhtóvet, lerabót mismákh shenishlákh bedo'ár elektroní.
The term includes all correspondence, including a document sent by email.
החובה חלה על כל עובד, לרבות עובד זמני.
hakhová khalá al kol ovéd, lerabót ovéd zmaní.
The obligation applies to every employee, including a temporary employee.
על אף האמור ב־ means “notwithstanding what is stated in.” It announces that the present provision overrides or qualifies another provision. The Interpretation Law itself contains the compact formula על אף האמור בסעיף 1. The participle אמור here means “stated,” not conversational “supposed to.”
על אף האמור בסעיף אחד, ניתן להגיש את הבקשה באופן מקוון.

Notwithstanding section 1, the application may be submitted online.
Related reference frames include כאמור בסעיף “as stated in section,” בהתאם ל־ “in accordance with,” and לעניין סעיף זה “for the purposes of this section.” Each directs the reader to a defined textual location or rule.
המסמכים יישמרו בהתאם להוראות הדין.

The documents shall be retained in accordance with the provisions of the law.
אשר and the Long Relative Clause
Legal Hebrew favors אשר (formal/legal) where ordinary speech would normally use ש־. Its value is structural: in a sentence already crowded with prefixes and embedded phrases, a free-standing relative marker makes a clause boundary visible.
Section 15 of the Contracts Law defines deception as including:
אי־גילוין של עובדות אשר לפי דין, לפי נוהג או לפי הנסיבות היה על הצד השני לגלותן.
The head noun is עובדות “facts.” אשר opens a relative clause describing those facts; לגלותן ends with a feminine plural object suffix referring back to עובדות. A plain expansion is עובדות שהצד השני היה צריך לגלות אותן.
הבקשה תועבר לגורם אשר מוסמך לדון בה.
habakashá tu'avár lagorém ashér musmákh ladún ba.
The application will be forwarded to the authority authorized to consider it.
הפרטים שמסרת ייבדקו בתוך שלושים יום.
hapratím shemasárta yibadkú betókh shloshím yom.
The details you provided will be checked within thirty days. (neutral official prose)
Both אשר and ש־ are grammatical in official writing. אשר heightens formality and can improve boundary visibility; it is not required merely because a document comes from an institution.
Deeming: יראו X כ־Y
The impersonal plural יראו literally means “they will see,” but in statutes it can function as a deeming operator: יראו X כ־Y means that X is to be legally treated or classified as Y. The current Contracts Law uses real formulas such as יראו צדדים שאינם מיוצגים … כצדדים שלא הסכימו and ויראו גם פרטים אלה כמוסכמים.
The construction is not the same as making a factual observation. It creates a rule for classification. Its predicate begins with כ־, often attached to a definite or participial form.
יראו הודעה שנשלחה במערכת כהודעה שנמסרה בכתב.
yir'ú hoda'á shenishlekhá bama'arékhet kehoda'á shenimserá bikhtáv.
A notice sent through the system shall be regarded as a notice delivered in writing.
יראו את הפרטים המפורטים בנספח כמוסכמים על הצדדים.
yir'ú et hapratím hameforatím banispákh kemuskamím al hatsdadím.
The details set out in the appendix shall be regarded as agreed by the parties.
Impersonal Verbs and Hidden Agents
Official documents often omit the individual clerk or decision-maker. This can be done with nif'al forms such as נמסר and נקבע, with impersonal ניתן, with passive verbs, or with an institution as the subject. It would be inaccurate to claim that pu'al or huf'al alone defines legal style: agentlessness is spread across several binyanim and constructions.
נקבע כי הדיון יתקיים בדלתיים סגורות.
nikbá ki hadiún yitkayém bidlatáyim sgurót.
It was determined that the hearing would take place behind closed doors.
החוזה יפורש בהתאם ללשונו.
hakhóze yeforásh behet'ém lilshonó.
The contract shall be interpreted in accordance with its wording.
The second example reproduces a current statutory formula. Notice that the agent interpreting the contract is absent. The sentence presents the interpretive standard as the center of attention.
Another recurring frame is אין ב־X כדי Y, which denies that X is sufficient to create an implication or legal result.

ein be'ishúr ze kdei leha'íd al kabalát habakashá.
This confirmation does not indicate that the application has been accepted.
Administrative Abbreviations
Abbreviations are common in actual mail from institutions, but their expansions must be learned exactly:

The punctuation is gershayim (״, U+05F4), placed before the final letter. It stays there when an acronym takes an ending: סמג״ד samgád, plural סמג״דים samgadím. The punctuation does not migrate to the end of the inflected word.

metsoráf bezót he'eték hahakhlatá shenitná be'inyanekhá.
Attached is a copy of the decision issued in your matter.
In a full sentence, writing the expansion makes its syntax visible. The shortened מצ״ב is a written convenience; the full phrase מצורף בזאת is the safer form when practicing agreement and sentence structure.

The following invented notice uses genuine bureaucratic patterns:

Using the wrong preposition after בהתאם

Forgetting את with a definite active object
❌ הרשות תבחן הבקשה בתוך שלושים יום.
Incorrect — the definite direct object הבקשה requires את.

The authority will examine the application within thirty days.
Losing gender agreement in an agentless sentence
❌ בקשתך ייבדק בהתאם לנוהל.
Incorrect — בקשה is feminine, so the future passive must be feminine.
✅ בקשתך תיבדק בהתאם לנוהל.
bakashatkhá tibadék behet'ém lanóhal.
Your application will be examined according to the procedure.
Omitting gershayim from a fixed abbreviation
❌ מצב העתק ההחלטה.
Incorrect as the abbreviation מצ״ב — without gershayim, מצב is the ordinary word ‘situation/state.’

Combining an active subject with an impersonal passive form
❌ הרשות נקבעה כי הדיון יידחה.
Incorrect — נקבע כי is impersonal; with הרשות as subject, use the active קבעה.
✅ הרשות קבעה כי הדיון יידחה.
harashút kav'á ki hadiún yidakhé.
The authority determined that the hearing would be postponed.
