An institutional transaction in Hebrew usually crosses two varieties. The form, statute, or letter uses compressed official language; the clerk at the counter explains the same requirement in ordinary speech. Learners often study only the written side and then hear only the spoken side. The practical skill is connecting them.

Starting the appointment
תור can be a turn in a queue or a scheduled appointment. The most useful openings state why you came or name the appointment:
- באתי בגלל... — I came because of / regarding...
- יש לי תור ל... — I have an appointment for / with...
- קבעתי תור לשעה... — I made an appointment for ... o'clock.
שלום, יש לי תור לרופאה בשעה עשר.

English often opens with a long polite account. Hebrew באתי בגלל... gives the clerk the transaction type early; politeness can still be carried by שלום, בבקשה, a question frame, and the reason that follows.

Three high-value actions are להגיש בקשה “submit an application,” לפתוח תיק “open a file/case,” and לחתום על טופס “sign a form.” The preposition in the last one is not optional: חתם takes על.

One requirement in officialese and speech
Israeli statutes and forms use a stable official toolkit. The Interpretation Law, for example, begins a definition with the inclusion operator:
בכתב — לרבות בכל דרך אחרת של הצגת אותיות...
Here לרבות means “including,” not “to multiply.” It expands the legal category rather than giving an everyday instruction. A clerk can paraphrase the same point without the definitional machinery:
כל דרך שמציגה אותיות נחשבת כאן לכתב.

Any method that displays letters counts here as writing. (clerk's spoken paraphrase)

Acronyms stay visually anchored
הנ״ל expands to הנזכר לעיל; מצ״ב expands to מצורף בזה. Gershayim ״ stands before the final letter, never after the whole string. Prefixes attach outside the abbreviation without moving the mark: להנ״ל, מהנ״ל. More generally, when an ending attaches to an acronym, the gershayim remains anchored before the acronym's own final letter. See reading acronyms for the larger system.

Asking what happens next
Persistence here means obtaining routing information, not assuming that a refusal is negotiable. Three useful questions are:

When should I come back if the approval still hasn't arrived?
Nothing here implies that a first “no” is merely an opening position or that extra-politeness lowers priority. Neither claim is sourced.
Common Mistakes
❌ יש לי תור על רופא בשעה תשע.
Incorrect — an appointment with a doctor takes ל־: תור לרופא.
✅ יש לי תור לרופא בשעה תשע ואני כבר באיחור.

I have a doctor's appointment at nine and I'm already late.
❌ אני רוצה להגיש את בקשה.
Incorrect — with את, the object must be definite: את הבקשה. An indefinite object has no את: להגיש בקשה.
