Filipino often expresses ability, necessity, desire, permission, intention, and probability through a predicate followed by a verb phrase or clause: kailangan kong umalis, gusto niyang magpahinga, puwede tayong pumasok. These modal predicates do not take English-style person agreement, and their complement is not automatically an infinitive. Its aspect and voice remain meaningful inside the larger construction.
The modal predicate is the clause's first predicate
In neutral predicate-initial order, the modal expression comes first. The person who is obliged, willing, permitted, or planning appears in the form selected by the particular modal construction. Many lexical predicates take an ng-form controller linked with -ng: kailangan ko + -ng, gusto niya + -ng, balak namin + -g.
Kailangan kong umalis bago mag-alas singko.
I need to leave before five o'clock.
Gusto niyang kausapin nang sarilinan ang punong-guro.
She wants to speak privately with the principal.
Balak naming ayusin ang bubong bago magsimula ang tag-ulan.
We plan to repair the roof before the rainy season begins.
With dapat and puwede, an ang-form pronoun is common: dapat kang, puwede akong, maaari silang. The linker attaches according to ordinary rules: ako + -ng = akong, kami + -ng = kaming, namin + -g = naming.
Dapat kang magpahinga pagkatapos ng biyahe.
You should rest after the trip.
Puwede ba akong umupo sa tabi ng bintana?

Kaya kong ayusin ang sirang gripo, pero kailangan ko ng tamang kasangkapan.
I can repair the broken faucet, but I need the right tool.
Here ability kaya takes a controlled verb phrase: the person expressed by ko is also understood as the actor of ayusin. Not every modal accepts every complement type equally naturally, so changing the modal may require restructuring the whole clause.
The complement keeps its voice
The modal does not erase the complement verb's argument structure. An actor-voice complement makes its actor prominent; a patient-voice complement makes the affected entity the ang phrase and normally gives the actor an ng-form.
Gusto niyang maghanda ng hapunan para sa mga bisita.
He wants to prepare dinner for the guests.
Gusto niyang ihanda ang hapunan bago dumating ang mga bisita.
He wants to prepare the dinner before the guests arrive.
The second sentence changes voice and discourse organization, not merely word order. Ang hapunan is the selected patient of ihanda, while niya is understood as both the person who wants and the actor who will prepare it.
If the controller of the modal is also understood as the actor of the complement, it is normally expressed once: kailangan kong umalis, not a word-for-word repetition of English I need for me to leave. A separately expressed embedded actor becomes more likely when the complement is a full clause.
Kailangan kong umalis bago dumating si Marta.
I need to leave before Marta arrives.
Kailangang umalis si Marta bago magdilim.
Marta needs to leave before dark.
Basic complements, aspect-marked complements, and time
The basic complement is the broad default after many modals. It can refer to an action scheduled for later, so it must not be mislabeled as βpresent tense.β
Kailangan naming isumite ang badyet bukas ng umaga.
We need to submit the budget tomorrow morning.
Balak niyang bumisita sa Baguio sa susunod na buwan.
He plans to visit Baguio next month.
An aspect-marked complement is possible when the modal scopes over a proposition viewed as completed, ongoing/repeated, or contemplated. The precise acceptability depends on the modal and discourse. Compare the same evaluation time, sa pulong mamaya:
Malamang tinapos na ni Lira ang buod bago ang pulong mamaya.
Lira has probably finished the summary already, ahead of the meeting later.
Malamang tinatapos na ni Lira ang buod bago ang pulong mamaya.
Lira is probably already working toward finishing the summary before the meeting later.
Malamang tatapusin ni Lira ang buod bago ang pulong mamaya.
Lira will probably finish the summary before the meeting later.
Completed tinapos, incompleted tinatapos, and contemplated tatapusin change how the embedded event is viewed while the probability judgment stays constant. The time phrase alone does not determine aspect.
Some modal meanings also belong to related aspect-bearing verb families. Kinailangan means that a need arose or held as a bounded past situation; kakailanganin presents a need as contemplated. That morphology belongs to kailangan, not to the complement.
Kinailangan naming manatili sa terminal dahil sa bagyo.
We had to remain at the terminal because of the storm.
Kakailanganin ninyong magpakita ng pagkakakilanlan sa pasukan.
You will need to show identification at the entrance.
Negation and modal scope
The position of hindi changes what is denied. Negating kailangan removes the necessity; putting a negative proposition inside its complement makes nonperformance necessary.
Hindi ko kailangang dumalo sa ensayo bukas.
I don't need to attend the rehearsal tomorrow.
Kailangan kong hindi dumalo sa ensayo bukas.
I need not to attend the rehearsal tomorrow.
The second is grammatically possible but heavier; in everyday Filipino, a clearer positive paraphrase such as Kailangan kong lumiban... βI need to be absent...β may be preferred. With permission, Hindi ka puwedeng pumasok normally means βYou may not/cannot enter,β not simply βIt is not the case that you may enterβ in a detached logical sense.
Questions place ba in the normal enclitic domain, usually after the first suitable predicate or pronoun cluster.
Kailangan mo bang dalhin ang orihinal, o sapat na ang kopya?
Do you need to bring the original, or is the copy enough?
A short exchange
A: Puwede ba tayong umalis nang mas maaga? B: Puwede, pero kailangan nating tapusin muna ang imbentaryo.
A: Can we leave earlier? B: We can, but we need to finish the inventory first.
Tayo/natin includes both speakers. The modal changes from permission to requirement, while tapusin retains patient voice and ang imbentaryo remains its selected patient.
