Contemporary formal Arabic has a stable agreement core and a variable edge. The stable core is what learners should produce: a human plural before the verb triggers full plural agreement; an ordinary verb before an explicit human plural subject is singular; and a non-human plural normally triggers feminine-singular agreement. Alongside those rules, edited newspapers, institutional websites, speeches, and broadcast transcripts contain semantic agreement, nearest-conjunct agreement, and occasional full agreement before a postverbal plural.
Describing those variants does not make every pattern equally appropriate. “Attested” means that competent writers use a form in identifiable contexts; it does not mean that all editors accept it or that a learner should choose it as a default. This page gives a conservative production rule first, then explains what advanced readers will encounter. The conservative production baseline
Use this matrix in formal writing unless a publication's house style clearly establishes another convention:

If the question is من وصل؟ “Who arrived?”, the verb-first answer naturally places the requested identity after the verb:
من وصل أولا؟ وصل المفاوضون العمانيون.
man waṣala ʾawwalan? waṣala l-mufāwiḍūna l-ʿumāniyyūn.
Who arrived first? The Omani negotiators arrived.
Non-human plurals normally use feminine-singular agreement in both orders:
الأسعار انخفضت هذا الأسبوع.
al-ʾasʿāru nkhafaḍat hādhā l-ʾusbūʿ.
Prices fell this week. (Non-human plural, subject first.)
انخفضت الأسعار هذا الأسبوع.
inkhafaḍati l-ʾasʿāru hādhā l-ʾusbūʿ.

This “deflected” feminine-singular agreement extends beyond the verb to many adjectives, demonstratives, and pronouns: القرارات الجديدة واضحة “the new decisions are clear.” Human plurals retain full agreement.
Full plural agreement before a postverbal subject
Present-day formal material sometimes contains a plural verb followed by an explicit plural subject:
وصلوا المفاوضون إلى الفندق بعد منتصف الليل.
waṣalū l-mufāwiḍūna ʾilā l-funduqi baʿda muntaṣafi l-layl.
The negotiators arrived at the hotel after midnight. (Attested contemporary variant; many editors prefer singular waṣala.)
This pattern is especially likely in speech-like formal language, material influenced by regional spoken Arabic, and passages where the plural marker is interpreted as the actual subject and the following noun as an identifying phrase. Traditional descriptions often call it لغة أكلوني البراغيث, after a famous old example, but that label should not be used as a sneer at modern speakers. The construction has a history in Arabic and a continuing distribution; it is simply not the safest neutral editorial choice today.
For exams, academic prose, legal documents, and writing without a known house style, choose:
وصل المفاوضون إلى الفندق بعد منتصف الليل.
waṣala l-mufāwiḍūna ʾilā l-funduqi baʿda muntaṣafi l-layl.
The negotiators arrived at the hotel after midnight. (Conservative edited default.)
Do not confuse this variation with right dislocation. وصلوا، المفاوضون with a genuine intonational break can mean “They arrived—the negotiators,” because the following phrase identifies a subject already encoded in the verb. Without that break, the same visible sequence is judged as ordinary postverbal full agreement and its acceptability depends on the variety and editorial norm.
Semantic agreement with collective expressions
Agreement can follow grammatical form at one point and the intended group at another. A collective head such as فريق “team,” جمهور “audience/public,” or مجموعة “group” is grammatically singular. Conservative same-clause agreement is singular:
وصل فريق من الباحثين صباحا.
waṣala farīqun mina l-bāḥithīna ṣabāḥan.
A team of researchers arrived in the morning. (Singular agreement with the head farīq.)
Once the discourse turns from the unit to its members, plural reference is common and semantically motivated:
وصل فريق من الباحثين صباحا، ثم قدموا نتائجهم في الندوة.
waṣala farīqun mina l-bāḥithīna ṣabāḥan, thumma qaddamū natāʾijahum fī n-nadwa(h).
A team of researchers arrived in the morning, and then they presented their findings at the symposium. (Later plural reference targets the members.)
That shift is easier across coordinated clauses than inside one compact clause. In highly controlled prose, ثم قدم أعضاؤه نتائجهم “then its members presented their findings” makes the change of controller explicit. What should be avoided is accidental oscillation where no change from unit to members is intended.
Semantic agreement also helps explain why institutional names can fluctuate between grammatical gender and the people represented. A newspaper may treat الحكومة as a feminine-singular institution in one sentence and later refer to its ministers as a plural group. Good editing signals the referential shift rather than changing agreement at random.
Proximity with coordinated subjects
When a verb precedes coordinated human subjects of different genders, formal Arabic commonly keeps the verb singular and lets its gender follow the nearest conjunct:
وصل المدير والموظفات قبل بدء الاجتماع.
waṣala l-mudīru wa-l-muwaẓẓafātu qabla badʾi l-ijtimāʿ.
The director and the female employees arrived before the meeting began. (Verb first; masculine singular agrees with the nearest first conjunct.)
وصلت الموظفات والمدير قبل بدء الاجتماع.
waṣalati l-muwaẓẓafātu wa-l-mudīru qabla badʾi l-ijtimāʿ.
The female employees and the director arrived before the meeting began. (Verb first; feminine singular follows the nearest first conjunct.)
If the entire coordinated subject comes first, full plural agreement reflects the combined human group; a mixed-gender human group conventionally takes masculine plural:
المدير والموظفات وصلوا قبل بدء الاجتماع.
al-mudīru wa-l-muwaẓẓafātu waṣalū qabla badʾi l-ijtimāʿ.
The director and the female employees arrived before the meeting began. (Coordinated subject first; full plural agreement.)
Proximity agreement is structurally licensed, but it can sound distracting when the second conjunct is long or when social meaning makes the gender choice conspicuous. Reordering or repeating the verb can be better than forcing readers to parse a difficult coordination.
Fronting, case, and resumption do not become optional
Agreement variation does not license incomplete fronting. A fronted object used as a topic normally needs a resumptive object suffix in the following clause:
هذه القرارات وافقت عليها اللجنة بعد نقاش طويل.
hādhihi l-qarārātu wāfaqat ʿalayhā l-lajnatu baʿda niqāshin ṭawīl.
These decisions—the committee approved them after a long discussion.
Here هذه القرارات is a discourse topic, and ـها in عليها preserves the selected construction وافق على. The verb وافقت agrees with the feminine-singular subject اللجنة, not with the fronted non-human plural.
How to read corpus and editorial evidence
When evaluating a disputed form, record at least four facts: genre, whether the text represents edited writing or transcribed speech, the writer's regional background if known, and whether the pattern recurs. A single web hit can be a typo; a repeated pattern across independent edited sources is evidence of usage. Frequency also does not settle appropriateness: legal drafting, television interviews, and literary dialogue cultivate different norms.
Within one document, consistency matters. If an institution follows conservative singular agreement before postverbal plurals, do not alternate casually. If a collective noun shifts from unit agreement to semantic plural reference, make the discourse reason visible. Editorial quality is not achieved by banning all variation; it is achieved by controlling it.
Common Mistakes
Using full plural agreement before a plural subject as the neutral default
❌ حضروا الخبراء الجلسة.
Nonconservative as neutral VSO—full postverbal agreement is attested, but the safe edited default uses singular ḥaḍara.
✅ حضر الخبراء الجلسة.
ḥaḍara l-khubarāʾu l-jalsa(h).
The experts attended the session.
Giving a non-human plural human plural agreement
❌ القرارات أصبحوا واضحين.
Incorrect—the non-human plural al-qarārāt takes feminine-singular agreement in standard MSA.
✅ القرارات أصبحت واضحة.
al-qarārātu ʾaṣbaḥat wāḍiḥa(h).
The decisions have become clear.
Copying English SVO but leaving the Arabic verb singular
❌ الباحثون نشر التقرير.
Incorrect—when the human plural subject precedes the verb, the verb must show full plural agreement.
✅ الباحثون نشروا التقرير.
al-bāḥithūna nasharū t-taqrīr.
The researchers published the report.
Fronting a selected object without resumption
❌ هذه القرارات وافقت اللجنة بعد النقاش.
Incorrect for the intended topic reading—wāfaqa requires ʿalā, and the fronted topic needs a resumptive link.
✅ هذه القرارات وافقت عليها اللجنة بعد النقاش.
hādhihi l-qarārātu wāfaqat ʿalayhā l-lajnatu baʿda n-niqāsh.
