This is an indefinite noun compound, which is how Turkish puts two nouns together to make a new concept like "dessert menu". The first word (tatlı) stays bare, but the second word gets a possessive suffix. It is a bit like saying "dessert its-menu".
Where does the -sü ending on menüsü come from?
The third-person possessive suffix (used for the second word in these compounds) is -i, -ı, -u, or -ü depending on 4-way vowel harmony. Because menü already ends in a vowel (ü), we must add the buffer consonant s to keep the vowels apart, resulting in -sü.
I thought tatlı was an adjective meaning "sweet". Can it be a noun?
