Why isn't there a word for "is" in this sentence?
In Russian, the present tense of the verb "to be" is almost always left out. Instead of saying "Where is the border?", you literally just ask "Where here border?". If you were talking about the past, you would need to add it: Где здесь была граница? (Where was the border here?).
Why use both "где" and "здесь"? Doesn't "Где граница?" mean the exact same thing?
Где граница? means simply "Where is the border?" Adding здесь makes it mean "Where is the border around here?" or "Where in this place is the border?" It is a very common way in Russian to ask for directions to something you know is nearby.
How would I use the word "граница" with the verbs of departure we are currently learning?
To say you are leaving for the border, use на plus the accusative case: Я уезжаю на границу (I am leaving for the border). If you are crossing it to leave a country, you use за plus the accusative: Я уезжаю за границу (I am going abroad). To say you are leaving from the border, use с plus the genitive: Я уезжаю с границы.
