Why do we use Boa here instead of Bom like in "Bom dia"?

When exactly should I start saying Boa tarde?
In Portugal, people generally switch from Bom dia to Boa tarde right after lunch (around 1:00 PM or 2:00 PM), rather than strictly at 12:00 noon. You can keep using it until it gets dark or around dinner time, when you switch to Boa noite.
