Why do we use Wie when the English translation says "What"?
In German, you literally ask "How is the dog called?". When asking for a name using the verb heißen, you must always use the question word Wie (how). If you used Was (what) here, it would sound very unnatural to a German speaker.
Why is there no word for "is" in the German sentence?
The verb heißen means "to be called" or "to be named" all on its own. You do not need to add an extra word for "is". So, heißt translates perfectly to "is called".
What is the rule for word order in this question?
In German questions that start with a W-word, the verb must always be in the second position. Here, the question word Wie is in position one, the verb heißt is in position two, and the subject der Hund comes right after.
Why do we use der for the dog?
In German, every noun has a grammatical gender, and Hund (dog) is a masculine noun. Therefore, it uses the masculine "the", which is der. You use this even if you don't know if the dog is male or female in real life.
