Thai abbreviations compress titles, dates, units, organizations, and recurrent institutional phrases, but the written letters do not determine one universal way to read them. น. after a clock time is expanded as นาฬิกา, ดร. before a name is read ดอกเตอร์, while widely established organizational forms such as กทม. are often read as letter names. The reader must know the conventional expansion and use context to resolve ambiguity.
This is word formation at the boundary of writing and speech. An abbreviation can stand in the same syntactic position as a longer noun phrase without reproducing every morpheme on the page. Its punctuation belongs to the established written form; it is not evidence of English word order or a new Thai inflection.
Three things commonly called “abbreviations”
It helps to distinguish the source phrase, the printed short form, and the spoken realization.

The last row uses ไปยาลน้อย (ฯ), not the full stop used in ordinary initial abbreviations. It belongs to a different writing convention, treated on the ไปยาลน้อย page.

How official short forms are built
Royal Society guidance treats abbreviation formation as a set of broad conventions, not an unrestricted game. A single word often contributes its first consonant: จังหวัด → จ., นาฬิกา → น., ศาสตราจารย์ → ศ.. A multiword name can contribute initials from salient words. If one letter would be ambiguous, an additional initial may be retained. Organizations can also prescribe their own official form, including exactly where periods occur.

This is productive only in a constrained sense. A writer can abbreviate a recurring technical term after defining it, but public-facing prose should not force readers to reverse-engineer a private sequence of consonants. Semantic transparency is low until the reader knows the domain.

Reading is conventional, not fully compositional
Elementary rules often say “read the full form.” That is a valuable default for units and titles, but actual standard usage contains accepted letter-name readings when the full name is long and the initialism is widely known. กทม. is commonly กอ ทอ มอ; อบต. commonly ออ บอ ตอ. By contrast, reading น. as นอ after a time would obscure the intended unit.
สำนักงานใหญ่อยู่ใน กทม. แต่คลังสินค้าอยู่ชลบุรีค่ะ

No punctuation algorithm can choose between these readings. Dictionaries, official usage, genre, and repeated exposure are necessary. This arbitrary component deserves memorization.
Context resolves short-form ambiguity
One initial can stand for several words. อ. may represent อาจารย์, อำเภอ, or วันอังคาร in different settings; ม. can represent มหาวิทยาลัย, มัธยม, or เมตร. The surrounding construction supplies the semantic head and the expected category.
ส่งรายงานให้อ.นิดภายในวันอังคารค่ะ

In the first, a title slot precedes a personal name. In the second, ที่ว่าการ and the district name establish an administrative reading. English abbreviations can also be ambiguous—Dr, St, and CA depend on context—but Thai adds its own letter names, punctuation practices, and unspaced phrase structure.
The short form keeps the full phrase's syntax
An abbreviation occupies the external slot of its expanded expression. ที่ รพ. is a location phrase just like ที่โรงพยาบาล; ดร.กมล is a titled personal reference; เวลา 10:00 น. is a time expression. The internal letters do not take classifiers, aspect markers, or articles of their own.
รพ. แห่งนี้มีอาคารผู้ป่วยใหม่สองหลังค่ะ
rongphayaban haeng ni mi akhan phu puai mai song lang kha
This hospital has two new patient buildings. (formal-polite report, female speaker; แห่ง classifies the institution referred to by รพ.)
เอกสารจาก กทม. มาถึงแล้วครับ

The document from the Bangkok Metropolitan Administration has arrived. (formal-polite report, male speaker; context selects the institution rather than merely the place)
The second example exposes genuine polysemy: กทม. can evoke Bangkok as the metropolis or the metropolitan administration. An overt noun such as สำนักงาน or a fuller expansion is preferable where legal responsibility matters.
Punctuation and spacing belong to the fixed form
Some abbreviations have a period after each selected element, some only at the end, and some use another mark. Copy the form used by the relevant institution or authoritative style guide. Do not insert English-style spaces inside พ.ศ., รพ., or กทม.. A normal Thai space may still separate the abbreviation from a following phrase, and a space separates groups of unrelated abbreviations in formal lists.
โครงการเริ่มเดือน ก.พ. 2569 และสิ้นสุดเดือน มิ.ย. 2569 ค่ะ

When an audience may not know the short form, define it at first mention: full name followed by the abbreviation in parentheses (formal/academic). Later mentions can use the short form. This is more helpful than producing a page dense with unexplained initials.
Minimal contrast: full-form reading versus letter names
เปิดให้บริการถึง 17:00 น. ค่ะ
poet hai borikan thueng sip chet nalika kha

The visual pattern “Thai consonants plus a period” does not choose the reading. Learners who map every form to English initial-by-initial reading will misread units; learners who always expand the full phrase will sound unnatural with familiar long institutional initialisms.
Ordinary-polite dialogue
An employee asks how to read an unfamiliar notice.
ในประกาศนี้ รพ. ต้องอ่านว่าอะไรคะ

1. Reading a time-unit abbreviation as a letter name
