News-Style Report: A Community Water Project

News prose must distinguish what happened from who says it happened. It also compresses participants, quantities, and qualifications into dense noun phrases. This original report shows how Standard Swahili uses passive voice, attribution frames, relative concord, and numbers to create accountable public prose.

The report, place setting, names, and figures were invented for this guide. It is a model of the genre, not a report about an actual project or community. The body uses a neutral (journalistic) register; the headline is more compressed than an ordinary sentence.

The headline omits punctuation and uses the affirmative a-tense wa-kamilika with class 3 subject mradi. For class 3, subject u- and -a- surface together as wa-. In context, wakamilika reports a newly relevant completed event. The same written beginning could elsewhere be human plural wa-, so the noun mradi is what resolves the analysis.

Headline language is (journalistic): it can omit an article because Swahili has no article category, and it can compress the event into a short unmarked line. In the body, the writer switches to an explicit perfect passive, which supplies a more ordinary full-sentence report. See journalistic register.

Lead Sentence: Event Before Agent

Mradi mpya wa maji umekamilishwa katika kijiji cha Mbuyuni baada ya miezi minane ya ujenzi.

A new water project has been completed in Mbuyuni Village after eight months of construction.

The lead answers what, where, and after how long. Mradi controls class 3 u- in u-me-kamil-ish-w-a: subject u-, perfect -me-, stem -kamilisha, passive -w-, final -a. The passive keeps the completed project in initial position and avoids naming a builder before the report has established one.

Inside the noun phrase, wa maji is class 3 associative concord modifying mradi. Kijiji cha Mbuyuni uses class 7 cha; the common noun is lower-case in running text, while the place name is capitalized. Miezi minane has class 4 numeral concord mi- on the agreeing number -nane. The phrase ya ujenzi agrees with miezi, not with the project.

In news prose, a passive can organize information without concealing an agent. Ask whether the report later identifies a responsible institution or source; this one names the council in the next sentence.

Attribution and Large Numbers

Kwa mujibu wa halmashauri ya wilaya, mradi huo umegharimu shilingi milioni 240 na utahudumia wakazi 6,800.

According to the district council, the project has cost 240 million shillings and will serve 6,800 residents.

Kwa mujibu wa is a (formal) attribution frame meaning “according to.” It assigns responsibility for the cost and projection to halmashauri ya wilaya, rather than presenting them as the writer's direct knowledge. The referential demonstrative huo agrees with class 3 mradi and points back to the project already introduced.

The perfect u-me-gharimu presents the cost as part of the project's current completed status; future u-ta-hudumia marks the beneficiary count as a projection. In shilingi milioni 240, the unit and scale precede the digits. Written digits in wakazi 6,800 display no concord themselves; if the count is read aloud as wakazi elfu sita na mia nane, the scale words and numeral forms follow their ordinary patterns. This matters because -nane, unlike sita, does take noun-class agreement where the class has an audible prefix. Review hundreds, thousands, and millions.

Relative Clauses Inside the Report

Matangi mawili yaliyojengwa kwenye kilima yana uwezo wa kuhifadhi lita 300,000 za maji.

Two tanks built on the hill have the capacity to hold 300,000 liters of water.

This sentence maintains class 6 agreement across a long subject. Matangi mawili has numeral ma-wili; the relative verb ya-li-yo-jeng-w-a contains class 6 subject ya-, past -li-, class 6 relative marker -yo-, passive -jengwa; the main verb ya-na uwezo returns to class 6 ya-. The relative clause selects which tanks, while the main predicate states their capacity.

Kwenye kilima locates the construction on the hill. The quantified substance phrase lita 300,000 za maji uses class 10 associative za agreeing with lita, not class 6 agreement from maji. This layered concord is one reason news sentences must be read structurally rather than word by word.

When a noun phrase contains a relative clause, locate its head noun and follow that noun's concord through the relative marker and main verb: matangi → mawili → yaliyojengwa → yana.

Direct Speech and the Source Frame

“Tutafungua vituo vyote baada ya ukaguzi wa mwisho,” alisema mwenyekiti wa kijiji, Rehema Msuya.

“We will open all the water points after the final inspection,” said the village chairperson, Rehema Msuya.

The quotation gives the official's claim in her own voice. Tu-ta-fungua commits the quoted group to a future action. Vituo vyote has class 8 vi- in both the noun and vyote. After the quotation, alisema introduces the source; inversion of reporting verb and source noun is normal written news style and avoids interrupting the quotation with a long title.

The apposition Rehema Msuya identifies mwenyekiti wa kijiji. In an actual report, a journalist would need to verify both the quotation and the title. Grammar does not itself guarantee factual reliability; attribution makes the location of the claim visible.

Balancing Official Claims and Residents' Concerns

Hata hivyo, wakazi waliohojiwa walisema ada ya huduma inapaswa kuelezwa wazi kabla ya usambazaji kuanza.

However, residents interviewed said that the service fee should be explained clearly before distribution begins.

Hata hivyo marks a turn from official progress to a public concern. Wakazi waliohojiwa uses human plural relative wa-li-o-hoji-w-a: the residents were interviewed. The passive does not say who interviewed them, but the news context normally implies the reporting process. Main wa-li-sema resumes the same human plural subject.

The embedded clause has ada as a class 9 subject: i-na-paswa ku-elez-w-a, “it ought to be explained.” Both inapaswa and passive kuelezwa help maintain an institutional, impersonal focus. Kabla ya usambazaji kuanza uses class 15 infinitive kuanza as the predicate of an infinitival time clause.

Halmashauri imeahidi kwamba maabara ya eneo hilo itapima ubora wa maji kila mwezi na kuchapisha matokeo.

The council has promised that the local laboratory will test water quality every month and publish the results.

The closing sentence returns responsibility to a named institution. Halmashauri i-me-ahidi takes class 9 i-. After kwamba, maabara is also treated as class 9 in i-ta-pima. The coordinated infinitive kuchapisha shares that subject and future time: the laboratory will both test and publish. Kila mwezi gives a monitoring interval, so the report ends with a potentially checkable commitment rather than praise.

Attribution verbs carry different evidential weight: alisema reports speech, imeahidi reports a commitment, and kwa mujibu wa identifies the source of figures. None means that the writer independently proved the claim.

Common Mistakes

❌ Mradi jipya limekamilishwa kijijini.

Incorrect — the adjective and verb do not agree with class 3 mradi.

✅ Mradi mpya umekamilishwa karibu na kijiji.

A new project has been completed near the village.

Class 3 requires mpya and subject u-, not class 5 jipya/li-.

❌ Matangi mbili iliyojengwa yana maji.

Incorrect — the numeral and relative verb fail to track class 6 matangi.

✅ Matangi mawili yaliyojengwa yana maji.

The two tanks that were built contain water.

The class 6 chain is matangi → mawili → yaliyojengwa → yana.

❌ Kwa mujibu wa mwenyekiti alisema mradi utafunguliwa kesho.

Incorrect — two different attribution frames have been fused into one clause.

✅ Kwa mujibu wa mwenyekiti, mradi utafunguliwa kesho.

According to the chairperson, the project will be opened tomorrow.

Alternatively, use Mwenyekiti alisema kwamba …. Do not make one noun depend simultaneously on kwa mujibu wa and alisema.

❌ Vituo sita vitafungua Jumatatu.

Incorrect for the intended meaning — the water points are not opening something themselves.

✅ Vituo sita vitafunguliwa Jumatatu.

Six water points will be opened on Monday.

The passive extension -w- makes vituo the things opened. Without it, vitafungua is active and requires an object or a context in which the stations themselves open something.
