Standard Formal Written Indonesian

Standard formal written Indonesian (formal) is the variety expected in official correspondence, institutional reports, regulations, proposals, and carefully edited public information. Its central goal is not to sound maximally elevated. It must let a reader recover who did what, why it happened, how one sentence relates to the next, and what response is required.

That goal explains its characteristic resources: EYD V orthography, complete affixed forms, explicit linkers, useful nominalizations, stable reference chains, and sentences whose complexity remains controlled. English formal prose uses many of the same tools, but Indonesian learners must also monitor affix boundaries, di- versus di, capitalization of Anda, and when a missing subject is no longer recoverable.

Start with standard orthography

Formal documents follow current standard spelling. Prefixes attach to their bases, while prepositions remain separate: diperiksa “is checked” but di kantor “at the office”; dikirim “is sent” but ke kementerian “to the ministry.” Bound -nya also attaches.

Dokumen tersebut diperiksa di kantor cabang sebelum dikirim ke kementerian.

The document was checked at the branch office before being sent to the ministry. (formal written)

Kami telah menilai kelengkapan berkasnya sesuai dengan ketentuan yang berlaku.

We have assessed the completeness of the file in accordance with the applicable provisions. (formal written)

Use standard loan spellings such as aktivitas, kualitas, risiko, izin, and sistem. Ordinary Indonesian uses no accent marks; pedagogical é is unnecessary in an official document. The EYD V editing checklist gives a full orthographic pass.

Panitia memperoleh izin untuk melaksanakan aktivitas tersebut pada bulan Oktober.

The committee obtained permission to conduct the activity in October. (formal written)

Orthography is not cosmetic in formal prose. Spacing distinguishes grammatical structures: diubah reports an action, while di ruang locates something.

Complete affixation makes relations visible

Formal writing generally favors standard derived verbs over conversational reductions: mengirimkan, not ngirimin; menjelaskan, not jelasin; menunggu, not nunggu. Affixation signals voice and participant roles, which matters when readers cannot ask for an immediate repair.

Sekretariat akan mengirimkan jadwal terbaru kepada seluruh peserta.

The secretariat will send the latest schedule to all participants. (formal written)

Petugas menjelaskan prosedur pengajuan kepada pemohon sebelum wawancara dimulai.

The officer explained the application procedure to the applicant before the interview began. (formal written)

Complete affixation does not mean adding every possible affix. Many standard predicates are naturally bare or have lexicalized shapes: hadir, selesai, gagal, mulai, and tersedia are already appropriate.

Tiga perwakilan hadir, tetapi rapat belum dapat dimulai karena ketua berhalangan.

Three representatives were present, but the meeting could not begin because the chair was unavailable. (formal written)

Nor should an editor replace every active clause with a passive. Choose voice according to information structure and responsibility.

Tim teknis memperbaiki sistem pada 12 Agustus 2026.

The technical team repaired the system on August 12, 2026. (formal; actor relevant)

Sistem diperbaiki pada 12 Agustus 2026 dan kembali beroperasi pada hari berikutnya.

The system was repaired on August 12, 2026, and resumed operation the following day. (formal; system and timeline foregrounded)

Make logical relations explicit

Conversation can rely on intonation and shared circumstances. Formal prose must encode more of the reasoning. Use linkers such as karena, sehingga, oleh karena itu, namun, selain itu, sementara itu, berdasarkan, and dengan demikian only when their relation is exact.

Data dari dua wilayah belum lengkap. Oleh karena itu, penerbitan laporan ditunda hingga proses verifikasi selesai.

Data from two regions is not yet complete. Therefore, publication of the report has been postponed until verification is finished. (formal written)

Jumlah peserta meningkat, sedangkan kapasitas ruang tetap terbatas.

The number of participants increased, whereas room capacity remained limited. (formal written contrast)

Selain memperbarui perangkat, lembaga tersebut melatih petugas yang akan mengoperasikannya.

In addition to updating the equipment, the institution trained the staff who would operate it. (formal written addition)

Do not use sehingga as a vague all-purpose bridge. It presents the following clause as a result. If the second clause merely contrasts, adds, or follows in time, choose another relation.

Nominalization: package an event, then unpack it

Nominalizations let a writer treat an event as a topic: pemeriksaan “inspection,” pengiriman “sending/delivery,” peningkatan “increase/improvement,” and pelaksanaan “implementation.” They are valuable for headings, procedures, and reference to an already introduced process.

Pemeriksaan berkas berlangsung selama lima hari kerja.

The review of the files takes five working days. (formal written)

Setelah pemeriksaan selesai, petugas akan memberi tahu pemohon melalui surat elektronik.

After the review is complete, an officer will notify the applicant by email. (formal written)

The first sentence packages the process as pemeriksaan; the second restores a human actor and action. This alternation keeps prose cohesive without hiding every verb inside a noun.

Peningkatan akses layanan menjadi sasaran program ini; pemerintah daerah akan membuka empat pusat bantuan baru.

Improved access to services is the objective of this program; the local government will open four new help centers. (formal written)

A useful nominalization names a process that the text needs to discuss. A chain of nominalizations with no visible actor or action merely makes the reader reconstruct the sentence.

English bureaucratic writing also suffers from strings such as “the implementation of the optimization of coordination.” Indonesian can build similar strings, but they are not evidence of superior formality.

Build stable reference chains

After introducing a participant with a full noun phrase, refer back consistently with lembaga tersebut, program ini, mereka, ia/dia, -nya, or an omitted argument when the referent is genuinely unmistakable. Do not alternate labels for stylistic variety if readers might infer new participants.

Badan Pangan Daerah meluncurkan program pasar murah pada bulan Mei. Program tersebut menjangkau dua belas kecamatan pada tahap pertama.

The Regional Food Agency launched an affordable-market program in May. The program reached twelve districts in its first phase. (formal written)

Direktur menunjuk Maya sebagai ketua tim. Ia mulai menjalankan tugasnya pada 1 September 2026.

The director appointed Maya as team leader. She began carrying out her duties on September 1, 2026. (formal written)

Because -nya can mean “his,” “her,” “its,” “their,” or mark a definite referent, repeat a noun when two candidates compete.

Rina menyerahkan laporan kepada Sari setelah Sari menyelesaikan pemeriksaan akhir.

Rina gave the report to Sari after Sari completed the final review. (formal; repeated name prevents ambiguity)

An English writer may prefer pronoun variation to avoid repetition. Indonesian formal prose tolerates deliberate repetition when it protects reference.

Control sentence length

A formal sentence may be complex, but every clause should have a recoverable role. One practical pattern is context → action → consequence. If a sentence contains several dates, conditions, agencies, and exceptions, split it.

Pada tahap pertama, dinas akan mendata keluarga yang memenuhi kriteria. Data tersebut kemudian diverifikasi oleh petugas kecamatan.

In the first stage, the department will record families that meet the criteria. The data will then be verified by district officers. (formal written)

Apabila pemohon belum menerima pemberitahuan dalam sepuluh hari kerja, pemohon dapat menghubungi pusat layanan. Nomor kontak tercantum pada bagian akhir surat ini.

If the applicant has not received notification within ten working days, the applicant may contact the service center. The contact number appears at the end of this letter. (formal written)

The repeated pemohon is purposeful: an official instruction values unambiguous scope over conversational lightness.

From a casual note to an official paragraph

Here is the required transformation. The casual note is natural for an internal peer chat (informal), but it leaves the affected activity and deadline implicit.

Data dua daerah belum masuk, jadi laporannya belum bisa kita kirim. Tunggu sampai Jumat, ya.

The data from two regions hasn't come in, so we can't send the report yet. Let's wait until Friday, okay? (informal internal note)

Before rewriting, identify the institutional actor, missing input, consequence, revised action, and date. Then write one clear official paragraph:

Data dari Kabupaten Aruna dan Kabupaten Bima belum diterima hingga 28 Agustus 2026. Oleh karena itu, penyampaian laporan bulanan ditunda. Direktorat Data akan menyelesaikan verifikasi dan mengirimkan laporan tersebut paling lambat pada 4 September 2026.

Data from Aruna Regency and Bima Regency had not been received by August 28, 2026. Therefore, submission of the monthly report has been postponed. The Directorate of Data will complete verification and send the report no later than September 4, 2026. (formal official paragraph)

The formal version does more than replace belum masuk with belum diterima. It names the places, date, consequence, responsible unit, next action, and firm deadline. That added recoverability is the core of good official style.

Common Mistakes

1. Equating formality with maximum nominal density

❌ Pelaksanaan peningkatan pengoptimalan koordinasi kelembagaan dilakukan oleh tim.

Incorrect formal editing—the stacked nominalizations conceal the concrete action.

✅ Tim memperkuat koordinasi antarlembaga melalui rapat bulanan dan sistem data bersama.

The team strengthens coordination among institutions through monthly meetings and a shared data system.

2. Carrying chat spellings into an official letter

❌ Kami udah ngecek dokumennya dan bakal ngabarin Bapak.

Incorrect official wording—the Jakarta-associated reductions conflict with a formal institutional letter.

✅ Kami telah memeriksa dokumen tersebut dan akan memberi tahu Bapak secara tertulis.

We have examined the document and will notify you in writing. (formal)

3. Separating a passive prefix

❌ Permohonan itu akan di proses dalam lima hari kerja.

Incorrect spelling—the passive prefix di- must attach to proses.

✅ Permohonan itu akan diproses dalam waktu lima hari kerja.

The application will be processed within five working days.

4. Using an unclear -nya chain

❌ Deni menyerahkan surat Raka kepada Hasan setelah laporannya selesai.

Incorrectly ambiguous—the possessor of laporannya cannot be recovered reliably.

✅ Setelah laporan Raka selesai, Deni menyerahkan surat Raka kepada Hasan.

After Raka's report was completed, Deni gave Raka's letter to Hasan.

5. Joining clauses without naming the relation

❌ Anggaran belum disetujui, kegiatan dimulai bulan depan.

Incorrect formal logic—the punctuation leaves the relationship between the two claims unresolved.

✅ Karena anggaran belum disetujui, kegiatan tidak dapat dimulai pada bulan depan.

Because the budget has not been approved, the activity cannot begin next month.
